Editor's Note: This local law was ratified by local referendum at the November 2011 general election.
There shall be a Transit Department, the head of which shall be the Transit Manager.
The Transit Manager shall be appointed by the Mayor with the approval of the Common Council, pursuant to the Civil Service Law and shall be under the direction and supervision of the Mayor.
The Transit Manager shall:
A. 
Have jurisdiction and control of the administration, disposition and discipline of the Transit Department and of all employees of the Department.
B. 
Supervise and administer all contracts, grants or other agreements with the city as related to public transportation.
C. 
Be available to attend meetings of the Transit Commission and work cooperatively with the Transit Commission to provide public transportation within the City of Gloversville, as well as surrounding areas being served by the Transit Department.
There shall be a Transit Commission. Transit Commission members shall be appointed by the Mayor with the approval of the Common Council. The Transit Commission shall consist of up to seven members to be appointed each year at the Common Council Organizational Meeting for terms of one year. The Transit Commission shall:
A. 
Hold its annual meeting after the Common Council Organizational Meeting for the purpose of appointing officers, and shall then meet a minimum of (4) four times per year.
(1) 
Special meetings of the Transit Commission may be called by the Transit Manager or by (2) two Transit Commission members.
(2) 
Transit Commission members missing (3) three meetings per year without prior approval will be removed from the Transit Commission. All vacancies within the Transit Commission shall be reported to the Mayor.
B. 
Work cooperatively with the Transit Manager to provide public transportation within the City of Gloversville, as well as surrounding areas being served by the Transit Department, by recommending routes, rates, and other sources of revenue or ideas that would benefit the Transit Department and best meet the needs of those being served.
C. 
Provide the Mayor and Common Council with minutes from all meetings of the Transit Commission.
