The Town Council of the Borough of Bellevue has determined that
the health, welfare and safety of the citizens of the Borough of Bellevue
are promoted by requiring certain structures to have a key lock box
installed on the exterior of the structure to aid the Borough of Bellevue
Fire Department in gaining access to or within a structure when responding
to calls for an emergency service and to aid access into or within
a building that is secured or is unduly difficult to gain entry to
due to either being unoccupied or the occupants being unable to respond.
The operator of the building shall immediately notify the Borough
of Bellevue's Fire Marshal and provide the new keys when a lock
is changed or rekeyed. The key to such lock shall be secured in the
Knox Box®.
The contents of the key lock box are as follows:
A. Keys to locked points of ingress or egress, whether on the interior
or exterior of such buildings.
B. Keys to all mechanical rooms.
C. Keys to all locked electrical rooms.
D. Keys to elevators and their control rooms.
E. Keys to the fire alarm panels.
F. Keys (special) to reset pull stations or other fire protective devices.
G. Keys to any other areas as may be requested by the Borough of Bellevue
Fire Marshal.
The Borough of Bellevue Fire Department shall have the following
responsibilities:
A. No personnel of the Borough of Bellevue Fire Department shall carry
a Knox Box® key.
B. All Knox Box® access keys shall be installed in a KNOX-BOX®
Rapid Entry System in the fire apparatus.
Any person, entity or corporation who has violated any provisions
of this article or who has failed to comply with any order issued
pursuant to any section thereof or who has failed to comply with any
order issued by the Borough of Bellevue Fire Marshal shall, upon conviction
before the proper judicial authority, be punished by a fine of not
more than $300. Each day a violation continues shall be considered
a separate offense.

A certain document, a copy of which is on file in the office of the Director of Administrative Services of the Borough of Bellevue, being marked and designated as the International Fire Code, 2012 edition, including Appendix Chapters A, D and I (see International Fire Code Section 101.2.1, 2012 edition), as published by the International Code Council, is hereby adopted as the Fire Code of the Borough of Bellevue, in the Commonwealth of Pennsylvania, regulating and governing the safeguarding of life and property from fire and explosion hazards arising from the storage, handling and use of hazardous substances, materials and devices, and from conditions hazardous to life or property in the occupancy of buildings and premises as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said Fire Code on file in the office of the Director of Administrative Services of the Borough of Bellevue are hereby referred to, adopted and made a part hereof as if fully set out in this article, with the additions, insertions, deletions and changes, if any, prescribed in §§
129-9,
129-10 and
129-11 of this article.
The following sections of the Fire Code are hereby revised:
A. Section 101.1. Insert: "Borough of Bellevue."
B. Section 109.3. First sentence shall read: ". . .shall
be guilty of a summary offense, punishable by a fine of $1,000 and/or
30 days imprisonment for each violation, except to the extent to which
the imposition of greater penalties shall be authorized by the laws
of the Commonwealth of Pennsylvania applicable to any class of municipalities
from time to time hereafter. . ."
C. Section 111.4 shall read: "shall be liable for a fine
not to exceed $1,000, except to the extent to which the imposition
of greater penalties shall be authorized by the laws of the Commonwealth
of Pennsylvania applicable to any class of municipalities from time
to time hereafter."

The geographic limits referred to in certain sections of the
2012 International Fire Code are hereby established as follows:
A. Section 3404.2.9.6.1. Locations where above-ground tanks are
prohibited shall be amended by replacing the sentence with
the following: "Storage of Class I and Class II liquids in aboveground
tanks outside of buildings is permitted in locations approved by the
Fire Marshal."
B. Section 3406.2.4.4. Locations where above-ground tanks are
prohibited shall be amended by replacing the sentence with
the following: "Storage of Class I and Class II liquids in aboveground
tanks outside of buildings is permitted in locations approved by the
Fire Marshal."
C. Section 3506.2. Limitations shall be amended by replacing
the sentence with the following: "Storage of flammable cryogenic fluids
in stationary containers is permitted only in locations as approved
by the Fire Marshal."
D. Section 3804.2. Maximum capacity within established limits shall be amended by replacing the sentence with the following: "Within
limits established by law restricting the storage of liquefied petroleum
gas for the protection of heavily populated or congested areas, the
aggregate capacity of any one installation shall not exceed a water
capacity of 2,000 gallons (7270 L) only in locations approved by the
Fire Marshal."
