This article shall be known as "Parking Regulations for the
Town of Lowville."
No motor vehicle, as that term is defined in § 125
of the Vehicle and Traffic Law, shall be parked or left standing,
whether occupied or unoccupied, upon a Town road for any period of
time between the hours of 1:00 a.m. and 6:00 a.m.
A violation of this article shall be a traffic infraction punishable
as provided in Vehicle and Traffic Law § 1800.
This article may be enforced by the Lewis County Sheriff's
Department and such other law enforcement officials as may be designated
from time to time by the Town Board.
Fifteen parking spaces shall be reserved at the combined Town
and Village facilities located at 5533 Bostwick Street, Lowville,
New York, for the use of persons transacting Town or Village business.
For purposes of this section, the term "transacting Town or Village
business" shall include officers and employees of the Town or Village
during times when they are carrying out the duties of their employment
or office as well as persons with business to conduct with a Town
or Village official, office, or agency. Such spaces shall be clearly
marked as reserved for such purpose by signs and/or pavement markings.
No person who is not conducting Town or Village business, as defined
herein, shall park, stand, or stop a motor vehicle in any space so
designated. A violation of the provisions of this section shall be
an infraction pursuant to the terms of § 1800 of the Vehicle
and Traffic Law.
No person shall park, stand or stop any motor vehicle so as
to block or obstruct the entrance/exit of the municipal building.
The area where such parking shall be prohibited shall be clearly marked
by appropriate signs and/or pavement markings. A violation of the
provisions of this section shall be an infraction pursuant to the
terms of § 1800 of the Vehicle and Traffic Law.
No person shall park, stand or stop any motor vehicle so as
to occupy, block, or obstruct the duly designated fire lane located
on the east side of the municipal building. Such fire lane shall be
clearly marked by appropriate signs and/or pavement markings. A violation
of the provisions of this section shall be an infraction pursuant
to the terms of § 1800 of the Vehicle and Traffic Law.
Three parking spaces shall be reserved for handicapped persons
and such spaces and the access spaces thereto shall be clearly marked
by appropriate signs and pavement markings in keeping with Article
32 of the Vehicle and Traffic Law, and no person shall park, stand
or stop any motor vehicle in such spaces unless the vehicle bears
a permit issued under the provisions of the Vehicle and Traffic Law
regarding handicapped parking, and such vehicle is being used for
the transport of a severely disabled or handicapped person. Violations
of this section shall be handled according to the provisions of the
Vehicle and Traffic Law.
