There shall be an Office of Assessment Services within the Department of Finance which shall be directed by the Assessor who shall be appointed by the Common Council for a six year term, first expiring September 30, 1995. The Assessor shall be qualified pursuant to provisions of the state Real Property Tax Law.
The specific powers and duties of the Assessor shall include:
Assessment of all real property within the City for real property taxation purposes.
Preparation, revision and filing of an annual property assessment roll.
Providing assistance to the Assessment Board of Review in revising and correcting the assessment roll.
Representing the City in small claims tax review appeals.
