In the event of disaster, when in the judgment of the Chief Executive Officer of the Town an emergency circumstance exists which requires complete central direction of all local government functions and facilities, or upon vote of that effect by a majority of the Board of Selectmen, such emergency shall be proclaimed, as thereafter the Chief Executive Officer shall assume such complete central direction. The Chief Executive Officer of the Town shall, after the issuance of such proclamation, consult at the earliest practical time with the Board of Selectmen. The emergency shall be deemed terminated upon the earlier of the Chief Executive Officer's declaration of its termination or upon vote of a majority of the Board of Selectmen.
