Notwithstanding any other provision with respect to purchase contracts by competitive or purchase proposals and pursuant to the provisions of General Municipal Law § 103, Subdivision 1, the Town of Newstead may award such contracts to a responsive and responsible bidder on the basis of best value, including contracts for service work, but excluding any purchase contracts necessary for the completion of a public works contract pursuant to Article 8 of the Labor Law.
As used in this article, the following terms shall have the meanings indicated:
BEST VALUE
Shall be in accord with the definition set forth in New York State Finance Law § 163j, now enacted or hereinafter amended, which definition identifies the term "best value" to mean the basis for awarding contracts for purchase to the offeror which optimizes equality, cost and efficiency among responsive and responsible offerors. Such basis shall reflect, whenever possible, objective and quantifiable analysis.
