A. 
The owner of any puppy or kitten shall have such puppy or kitten vaccinated against rabies and registered with the County on or before the puppy or kitten reaches four (4) months of age, but not earlier than three (3) months of age.
B. 
The owner of any dog or cat shall have such dog or cat vaccinated against rabies and registered with the County in accordance with the County Rabies Control Ordinance.

It shall be unlawful for any owner or other person controlling or possessing any dog or cat to permit or allow such dog or cat to run at large. For the purpose of this Section, every dog or cat, when on any street, alley, park or any other public or private place in the City that is not restrained or that is not so confined as to prevent its straying from the premises, shall be deemed running at large. However, a dog or cat that is not a dangerous animal and that bears an identification tag containing the name and address of its owner may remain on the property of its owner without leash or other confinement and will not be deemed to be running at large. A dog that is registered for the Creve Coeur dog park may run without a leash when inside of the dog park without being deemed to be running at large.
