The Animal Control Officer or Police Officer, while in pursuit
of an animal running at large, shall have the right of entry to any
lots or lands including those of the owner of such animal for the
purpose of collecting any animal found in violation of this Article.

The Animal Control Officer or Police Officer shall have the
right of entry to any building or premises within any quarantined
area during the period of such quarantine for the purposes of examining
or collecting any animal suspected of having rabies or having been
exposed to rabies.

A. It
shall be a violation of this Article for any person:
1. To interfere with or obstruct a City Official in the reasonable performance
of his/her duty in enforcing this Chapter including apprehending any
animal for impoundment or investigation under this Article including
concealing an animal.
2. To refuse to deliver up an animal upon request whenever the official
has reasonable cause to believe that such animal is unlicensed or
does not have a current inoculation against rabies or such animal
is running at large in violation of this Article.
3. Any individual in possession of a guide or support dog shall inform
the City Official enforcing this Chapter that the dog is a guide or
support dog and consideration shall be given by the enforcement official
to the circumstances necessitating the removal of the dog from the
individual.
