There shall be a Department of Law, the head of which shall be known as the city attorney. The city attorney shall be responsible to the City Administrator. He or she shall be a licensed member of the Bar of this State and shall have been actively engaged in the general practice of law during the five-year period immediately prior to his or her appointment. There may also be an assistant city attorney who shall possess the same qualifications as the city attorney and who shall perform such duties as designated by the city attorney. The compensation of the city attorney and assistant city attorney shall be approved by the city council. Both the city attorney and the assistant city attorney shall be appointed by the mayor pursuant to Section 4.4(j) of this charter. Either the city attorney or assistant city attorney may be removed from office upon the recommendation of the mayor and an affirmative vote of four (4) council members or without the recommendation of the mayor, by an affirmative vote of six (6) council members.
The mayor and the city council may, pursuant to Section 4.4(j), further provide for the appointment of temporary or special counsel to assist the city attorney in matters requiring specialized knowledge such as, including but not limited to, issuance of bonds of the City of Creve Coeur.

The city attorney shall represent the city in all legal matters in which it is a party or is interested. He or she shall advise the mayor, the city council, any committee or members thereof, the city administrator, directors of all departments, and the boards and commissions concerning any legal question affecting the city's interest.
