Every person driving a bicycle, electric
bicycle, or motorized bicycle upon a street or highway shall be granted
all of the rights and shall be subject to all of the duties applicable
to the driver of a vehicle by the laws of this State, declaring rules
of the road applicable to vehicles or by the traffic ordinances of
this City applicable to the driver of a vehicle, except as to those
provisions of laws and ordinances which by their nature can have no
application.

A. No person shall operate a motorized bicycle
on any highway or street in this City unless the person has a valid
license to operate a motor vehicle.
B. No motorized bicycle may be operated on
any public thoroughfare located within this City which has been designated
as part of the Federal interstate highway system.

A. Bicyclists exercising due care may drive
and operate their bicycles and electric bicycles upon the sidewalk
(except sidewalks in the business districts), pedestrian paths, public
school grounds, or multi-use trails when such riding shall not jeopardize
the safety of pedestrians thereon.
B. It shall be unlawful for any person driving
a bicycle or electric bicycle on the sidewalk to attempt to pass another
person or persons going in the same direction on said sidewalk, without
giving a warning and until it becomes evident that the person so warned
is aware of the approach of such person driving said bicycle. Pedestrians
shall at all times have the right-of-way upon sidewalks and if necessary,
the person driving such bicycle shall dismount and vacate the sidewalk
to prevent a collision, and any such person driving a bicycle upon
the sidewalk must have the bicycle under control at all times.
C. No
motorized bicycle may be operated on any multi-use trail located within
this City.
D. It
shall be unlawful for any person to operate any electric bicycle other
than a Class 1 or Class 2 electric bicycle on any multi-use trail
in this City.
E. It
shall be unlawful for any person or persons to be on any multi-use
trail between the hours of sunset or 9:00 P.M., whichever is earlier,
and sunrise except by permission of the City Administrator or his/her
designee. Such permission shall be, in writing, in the form of a park
use permit, said permit to be presented upon request.

Every person operating a bicycle,
electric bicycle or motorized bicycle at less than the posted speed
or slower than the flow of traffic upon a street or highway shall
ride as near to the right side of the roadway as safe, exercising
due care when passing a standing vehicle or one proceeding in the
same direction, except when making a left turn, when avoiding hazardous
conditions, when the lane is too narrow to share with another vehicle,
or when on a one-way street. Bicyclists may ride abreast when not
impeding other vehicles.

A. A person operating a bicycle or electric bicycle at less than the posted speed or slower than the flow of traffic upon a street or highway may operate as described in Section
380.030 of this Chapter, or may operate on the shoulder adjacent to the roadway.
B. A bicycle or electric bicycle operated
on a roadway, or the shoulder adjacent to a roadway, shall be operated
in the same direction as vehicles are required to be driven upon the
roadway.
C. For purposes of this Section, and Section
380.030, "roadway" means that portion of a street or highway ordinarily used for vehicular travel, exclusive of the berm or shoulder.

The operator of a bicycle or electric bicycle shall signal as required in Section
340.210 of this Title, except that a signal by the hand and arm need not be given continuously if the hand is needed to control or operate the bicycle or electric bicycle. An operator of a bicycle or electric bicycle intending to turn the bicycle to the right shall signal as indicated in Section
340.210 of this Title, or by extending such operator's right arm in a horizontal position so that the same may be seen in front and in rear of the vehicle.

A. A person propelling a bicycle or electric
bicycle shall not ride other than upon or astride a permanent and
regular seat attached thereto.
B. No bicycle shall be used to carry more
persons at one (1) time than the number for which it is designed and
equipped.
C. No bicycle or electric bicycle except a
tandem shall be used to carry any person except the operator unless
equipped with a child's seat in which case the following conditions
and regulations must be met:
1.
The operator shall be sixteen (16)
years of age or older.
2.
The passenger shall be under the
age of five (5) years, not exceed fifty (50) pounds and be seated
on the child's seat.
3.
The child's seat shall be fastened
securely to the bicycle or electric bicycle and shall be located behind
the operator's seat, shall be so designed and manufactured for this
specific purpose and be equipped with safety belt, arm rest, back
rest, foot and spoke protection, and shall be attached to the frame
at three (3) points with bolts and nuts, two (2) of which are at either
side of the wheel axle.
4.
Only one (I) child's seat shall be
attached to a bicycle or electric bicycle.

A. No person driving a bicycle upon a public
highway or street shall participate in any race, speed or endurance
contest unless such race or endurance contest has the written permission
of the Chief of Police.
B. No person riding or operating a bicycle
or electric bicycle shall perform any acrobatic, fancy or stunt riding
upon any public highway, street or multi-use trail.

Any person operating a bicycle shall
obey the instructions of official traffic control devices applicable
to vehicles, unless otherwise directed by a Police Officer.

A. No bicycle or electric bicycle driver shall
suddenly stop, slow down, or turn without giving an arm signal required
by State law for the operation of motor vehicles.
B. Whenever authorized signs are erected indicating
that no right or left turn or U-turn is permitted, no person operating
a bicycle or electric bicycle shall disobey the direction of any such
sign, except where such person dismounts from the bicycle to make
any such turn, in which event such person shall then obey the regulations
applicable to pedestrians.
C. Right Turn. Every person riding or operating
a bicycle or electric bicycle intending to turn to the right at an
intersection or alley or driveway shall approach the turning point
in the line of traffic nearest the right-hand curb of the street.
D. Left Turn. Every person riding or operating
a bicycle or electric bicycle intending to turn left at an intersection
or to enter an alley or driveway shall approach the point of turning
in the line of traffic nearest to the center of the roadway. The bicycle
driver, in turning left at an intersection, shall pass to the left
of the center of the intersection before turning unless otherwise
directed by markers, buttons, or signs. At intersections where traffic
is moving in opposite directions, if it is not safe for bicycles to
make turns as mentioned above, the bicycle driver shall stay in the
right-hand lane and ride to the left opposite corner, then dismount
and walk the bicycle to the left-hand corner and proceed. Left turns
may also be made by riding to the opposite comer and then turning
left and riding in the normal riding position. Crosswalks shall be
used when walking a bicycle or electric bicycle through an intersection

The operator of a bicycle or electric
bicycle emerging from an alley, driveway, multi-use trail or building
shall stop prior to riding on or across a sidewalk or roadway. Such
operator shall in all cases yield the right-of-way to all pedestrians
approaching on said sidewalk and to all vehicles approaching upon
said roadway.

A. No person shall operate a bicycle or electric
bicycle at a speed greater than is reasonable and prudent under existing
conditions.
B. No person shall operate a bicycle or electric
bicycle in excess of any posted speed limit.

A. No person shall park any bicycle or electric
bicycle against windows, nor on the main traveled portion of the sidewalk,
nor in such manner as to constitute a hazard to pedestrians, traffic
or property.
B. If there is no bicycle rack or other facilities
intended to be used for the parking of bicycles in the vicinity, bicycles
or electric bicycles may be parked on the sidewalk in an upright position
parallel to and within twenty-four (24) inches of the curb.

No person driving a bicycle or electric
bicycle shall carry any package, bundle or article which prevents
the driver from keeping at least one (1) hand upon the handlebars,
or which obstructs the driver's vision.

Every bicycle, electric bicycle and
motorized bicycle shall be equipped with a brake or brakes which will
enable its driver to stop the bicycle, electric bicycle or motorized
bicycle within twenty-five (25) feet from a speed often (10) miles
per hour on dry, level, clean pavement.

Every bicycle or electric bicycle
that is equipped with handlebar grips must have said grips securely
fixed to the handlebars. Drop bars must be taped and plugged.

A. Every bicycle, electric bicycle and motorized
bicycle when in use on a street or highway during the period from
one-half (½) hour after sunset to one-half (½) hour
before sunrise shall be equipped with the following:
1.
A front-facing lamp on the front
or carried by the rider which shall emit a white light visible at
night under normal atmospheric conditions on a straight, level, unlighted
roadway at five hundred (500) feet;
2.
A rear-facing red reflector, at least
two (2) square inches in reflective surface area, or a rear-facing
red lamp on the rear which shall be visible at night under normal
atmospheric conditions on a straight, level, unlighted roadway when
viewed by a vehicle driver under the lower beams of vehicle headlights
at six hundred (600) feet;
3.
Reflective material and/or lights
on any part of the bicyclist's pedals, crank arms, shoes or lower
leg visible from the front and the rear at night under normal atmospheric
conditions on a straight, level, unlighted roadway when viewed by
a vehicle driver under the lawful lower beams of vehicle headlights
at two hundred (200) feet; and
4.
Reflective material and/or lights
visible on each side of the bicycle or bicyclist and visible at night
under normal atmospheric conditions on a straight, level, unlighted
roadway when viewed by a vehicle driver under the lawful lower beams
of vehicle headlights at three hundred (300) feet. The provisions
of this Subdivision shall not apply to motorized bicycles which comply
with National Highway Traffic and Safety Administration regulations
relating to reflectors on motorized bicycles.

A. No person shall operate a motorized bicycle
on any street or highway in this City unless it is equipped in accordance
with the minimum requirements for construction and equipment of MOPEDS,
Regulation VESC-17, approved July 1977, as promulgated by the Vehicle
Equipment Safety Commission and the regulation is hereby approved
as provided in Section 307.260, RSMo.
B. Every person operating or riding as a passenger
on any motorized bicycle upon any street or highway in this City shall
wear protective headgear at all times the motorized bicycle is in
motion. The protective headgear shall meet reasonable standards and
specifications established by the Director of Revenue.

Any person seventeen (17) years of
age or older who violates any provision of this Chapter is guilty
of an infraction and, upon conviction thereof, shall be punished by
a fine of not less than five dollars ($5.00) nor more than twenty-five
dollars ($25.00). If any person under seventeen (17) years of age
violates any provision of this Chapter, in the presence of a Peace
Officer possessing the duty and power of arrest for violation of the
general criminal laws of the State or for violation of ordinances
of Counties or municipalities of the State, said officer may impound
the bicycle or motorized bicycle involved for a period not to exceed
five (5) days upon issuance of a receipt to the child riding it or
to its owner.
