Except as otherwise provided in this Chapter, every vehicle
stopped or parked upon a roadway where there are adjacent curbs shall
be so stopped or parked with the right-hand wheels of such vehicle
parallel to and within eighteen (18) inches of the right-hand curb.

A. The
City Traffic Engineer shall determine upon what streets angle parking
shall be permitted and shall mark or sign such streets but such angle
parking shall not be indicated upon any Federal-aid or State highway
within the City unless the State Highways and Transportation Commission
has determined by resolution or order entered in its minutes that
the roadway is of sufficient width to permit angle parking without
interfering with the free movement of traffic.
B. Angle
parking shall not be indicated or permitted at any place where passing
traffic would thereby be caused or required to drive upon the left
side of the street or upon any streetcar tracks.

On those streets which have been signed or marked by the City
Traffic Engineer for angle parking, no person shall park or stand
a vehicle other than at the angle to the curb or edge of the roadway
indicated by such signs or markings.

A. The
City Traffic Engineer is authorized to issue special permits to permit
the backing of a vehicle to the curb for the purpose of loading or
unloading merchandise or materials subject to the terms and conditions
of such permit. Such permits may be issued either to the owner or
lessee of real property or to the owner of the vehicle and shall grant
to such person the privilege as therein stated and authorized herein.
B. It
shall be unlawful for any permittee or other person to violate any
of the special terms or conditions of any such permit.

A. Whenever
a vehicle is lawfully parked upon a street or highway during the hours
between a half (½) hour after sunset and half (½) hour
before sunrise and in the event there is sufficient light to reveal
any person or object within a distance of five hundred feet upon such
street or highway no lights need be displayed upon such parked vehicle.
B. Whenever
a vehicle is parked or stopped upon a roadway or shoulder adjacent
thereto, whether attended or unattended, during the hours between
a half (½) hour after sunset and a half (½) hour before
sunrise and there is not sufficient light to reveal any person or
object within a distance of five hundred (500) feet upon such highway,
such vehicle so parked or stopped shall be equipped with one (1) or
more lamps meeting the following requirements: At least one (1) lamp
shall display a white or amber light visible from a distance of five
hundred (500) feet to the front of the vehicle, and the same lamp
or at least one other lamp shall display a red light visible from
a distance of five hundred (500) feet to the rear of the vehicle,
and the location of said lamp or lamps shall always be such that at
least one (1) lamp or combination of lamps meeting the requirements
of this Section is installed as near as practicable to the side of
the vehicle which is closest to passing traffic. The foregoing provisions
shall not apply to a motor driven cycle.
C. Any
lighted headlamps upon a parked vehicle shall be depressed or dimmed.

A. Any
person who shall park in a space reserved for physically disabled
persons, whether it be on a public roadway or publicly or privately
owned off street parking facility, shall be guilty of a violation
of this Section unless the vehicle displays physically distinguishing
license plates indicating that the driver is a disabled person.
B. The
Board of Aldermen may designate a parking space on a public street
to be reserved for physically disabled persons by passing an ordinance
so designating and by erecting a sign upon which shall be inscribed
the international symbol of accessibility in white on a blue background
and may also include any appropriate wording to indicate that the
space is reserved for the exclusive use of vehicles which display
a distinguishing license plate or card.
C. The
Board of Aldermen may by ordinance or resolution and any private owner
in lawful possession of a privately owned public off street parking
facility may designate reserved parking spaces for the exclusive use
of vehicles which display a distinguishing license plate or card issued
pursuant to Section 301.071 or 301.142, RSMo., 1981 as amended, as
close as possible to the nearest accessible entrance. Such designation
shall be made by posting immediately adjacent to, and visible from,
each space, a sign upon which is inscribed the international symbol
of accessibility in white on a blue background and may also include
any appropriate wording to indicate that the space is reserved for
the exclusive use of handicapped parking.
D. The
owner or person in lawful possession of a public off street parking
facility and the City of Peculiar, if it owns and operates a public
off street parking facility, may, after notifying the Police Department,
cause the removal of any vehicle not displaying a distinguishing license
plate or card on which is inscribed the international symbol of accessibility
and the word "disabled" issued pursuant to Section
301.142 or a disabled veterans license plate issued pursuant to Section
301.071 or a distinguishing license plate or card issued by any other
State from a space designated for physically disabled persons if there
is posted immediately adjacent to and readily visible from such space
a sign on which is inscribed the international symbol of accessibility
in white on a blue background and may include any appropriate wording
to indicate that the space is reserved for the exclusive use of vehicles
which display a distinguishing license plate or card. The car may
be reclaimed by the owner thereof by paying all towing charges. Towed
vehicles may be reclaimed by calling the Peculiar Police Department.
E. Spaces
designated for use by vehicles displaying the distinguishing disabled
license plate issued pursuant to Sections 301.142 or 301.071, RSMo.,
shall be twelve (12) feet wide or greater or shall be open on one
(1) or both sides so as not to impede the safe egress and exit of
the disabled person.
F. Any
person who violates this Section shall upon conviction be fined not
less than fifty dollars ($50.00) nor more than two hundred dollars
($200.00).
G. That
the City of Peculiar Police Department is hereby empowered to enter
upon the private property open to public use to enforce the provisions
of this Section.
H. Designated Areas.
1. That the area in front of 169 W. Broadway is hereby designated for
handicapped parking.
2. The western most marked parking area on West Broadway, in front of
192 West Broadway, as designated for handicapped parking.
3. That the eastern most marked parking area on West Broadway, in front
of 107 West Broadway, as designated for handicapped parking.

A. No
person shall attach and or park any trailer or camper on any street
or alleyway within the City of Peculiar, Missouri. No person shall
stand or park a truck, motor home or tractor-trailer combination which
has a manufacturer's gross weight in excess of sixteen thousand (16,000)
pounds, a length in excess of twenty (20) feet or a width in excess
of eight (8) feet upon any portion of a street or alley within any
area zoned residential within the City of Peculiar, except when:
1. The truck, motor home or tractor-trailer combination is being either
actively loaded or unloaded.
2. The vehicle is a City utility vehicle or public utility vehicle providing
a service to the public.
3. The vehicle is an emergency service vehicle.
4. The vehicle is currently used at and is located within a specific
location within a residential zone for the purpose of assisting or
providing a service, such as construction, carpentry, plumbing or
landscaping of such residence or location.
5. A motor home may stand or park on a City street in a residential
area for a maximum period of twenty-four (24) hours, provided that
the vehicle is not otherwise violating some parking restriction or
regulation of the City.
6.
Any person who violates the terms of this Section shall, upon
conviction, be fined not less than twenty-five dollars ($25.00) and
no more than two hundred dollars ($200.00) for the first violation,
two hundred seventy-five dollars ($275.00) for the second violation,
three hundred fifty dollars ($350.00) for the third violation, and
four hundred fifty dollars ($450.00) for the fourth and any subsequent
violations, for offenses committed within a twelve-month period.

A. When circumstances exist or are reasonably contemplated to exist
in the immediate foreseeable future, including, but not limited to
actual or anticipated snow removal operations, the City Administrator
or his/her designee may declare a parking emergency.
B. When such parking emergency is deemed to exist, the City Administrator
or his/her designee shall give notice thereof by public announcement
through the news media and/or the Chief of Police. Such notice shall
include the date and time in which the parking emergency shall begin.
The verbal notice shall thereafter be confirmed by written order from
the City Administrator to the Municipal Court Judge, Chief of Police,
and City Clerk; and posted on the City of Peculiar's website.
Notice of the date and time of the termination of the parking emergency
shall be issued in the same manner as the commencement thereof.
C. Until such parking emergency is terminated, no vehicle shall be parked
on any emergency route, which are set out in Schedule X, Emergency
Snow Routes, of this Code. Within two (2) hours after the declaration
by the City Administrator or his/her designee, all vehicles shall
be removed from the emergency route.
D. In addition, all other such streets in Peculiar that run in an "East"
and "West" direction, parking will be allowed only on the "South"
side of the street; no "North" side street parking will be allowed,
and
E. All other such streets in Peculiar that run in a "North" and "South"
direction, parking will be allowed only on the "East" side of the
street; no "West" side street parking will be allowed.
F. At the discretion of the City Administrator or his/her designee,
a parking emergency shall be terminated at such time a parking emergency
ceases to exist upon the streets and boulevards contained with the
emergency route.
G. Owners or operators of vehicles in violation of this Section shall
be subject to a fine of one hundred dollars ($100.00) for the first
offense and a fine not to exceed five hundred dollars ($500.00) for
a second or subsequent offense. Vehicles in violation of this Section
may be towed to the City tow lot or any other place so designated.
In addition to the fine set forth in this Subsection, the owner shall
be required to pay the actual towing and storage fees prior to release
of his/her vehicle.
