No person shall construct, maintain, install or enlarge any swimming pool in the Village, except in compliance with the provisions of this code enacted by the Village for public safety.

As used in this chapter, the following terms shall have the meanings indicated:
FRAME OR HARD-SIDED POOL
A swimming pool that is temporary in nature and located on or above grade. These pools have rigid sidewalls and/or a rigid frame made from materials such as galvanized steel or reinforced PVC. Small frame or hard-sided pools include those with walls that are less than four feet in height. Large frame or hard-sided pools include those with walls that are at least four feet in height.
INFLATABLE POOL
A swimming pool that has an inflatable top ring and soft plastic or vinyl sides. These pools are temporary in nature, located on or above grade, and have a water depth greater than two feet.
IN-GROUND POOL
A swimming pool that is permanent or semi-permanent in nature and that is installed or constructed below grade.

PERMANENT ABOVEGROUND POOL
A swimming pool that is permanent or semi-permanent in nature and located above grade with walls at least four feet in height.
SWIMMING POOL
A receptacle for water, or any artificial pool of water having a depth at any point of more than two feet, intended for the purpose of immersion or partial immersion therein of human beings, including all appurtenant equipment.

No portion shall be located at a distance not less than 10 feet from any side or rear property line, or building line. Pumps, filters and pool water disinfection equipment installation shall be located at a distance not less than 10 feet from any side property line.

No person shall construct, install, enlarge, or alter any private residential swimming pool and appurtenances thereto within Village unless a permit therefor shall have first been obtained from the Building Inspector. All private residential swimming pools, appurtenances, water supply and drainage systems shall be constructed in conformity with the approved plans therefor and with this code.

A. 
The systems supplying recirculated water and makeup water to the pool shall be constructed in conformance with this code and the plumbing code of the state of Wisconsin.
B. 
Pools shall be equipped with facilities for completely emptying the pool and the discharge of the pool water to the storm sewer and shall be at a rate not to exceed 200 gallons per minute. No direct connection shall be made to any sanitary sewer for the draining of the pool water. It shall be the responsibility of the owner to provide equipment, wither hose, tank truck or otherwise, to empty the pool water into the storm sewer.
C. 
Equipment shall be provided for the disinfection of all pool water.

Electrical connections shall conform to the National Electrical Code and the electrical code of the state of Wisconsin.
