There shall be a Department of Public Works, the head of which
shall be the Director of Public Works. The Department of Public Works
shall consist of the following divisions:

The Director of Public Works shall be appointed by the Mayor
with the advice and consent of the Council for the term of the Mayor
appointing him (her) until a successor has been appointed and qualified.
The Director of Public Works shall receive such compensation as shall
be fixed annually by ordinance. The person appointed to the position
of Public Works Manager as hereinafter defined and established may
but need not be also appointed as Director of Public Works as the
Mayor (with the advice and consent of the Council) may determine.

A. Establishment of position. The position of Public Works Manager as hereinafter established in §
74-4, Public Works Manager, may, but need not be, appointed Director of the Division of Roads, the Director of the Division of Buildings and Grounds, and the Director of the Division of Water within the Department of Public Works. In the event the same person is appointed by the Mayor (with the advice and consent of the Council) Director of only one or two of these divisions, all the functions, duties and powers of such position shall revert and vest in the Director of Public Works.
B. Functions, duties and powers of the Public Works Manager. The Public Works Manager shall be under the direction and supervision of the Director of Public Works. Under such direction and supervision, the Public Works Manager shall supervise and direct the day-to-day operations of the Department of Public Works. In general, the Public Works Manager shall, subject to the overriding control, power and supervision of the Director of Public Works, exercise and discharge such functions, duties and powers as conferred upon and assigned to the Public Works Manager as set forth hereinafter and as more specifically defined in Chapter
74, Public Works, Department of, of the Code of the Township of Mine Hill.
The position of Foreman of the Department of Public Works is hereby reestablished and confirmed. The Foreman of the Department of Public Works shall have such duties and responsibilities as more particularly described in said ordinance entitled "An Ordinance Establishing a Department of Public Works in the Township of Mine Hill, Morris County, New Jersey," codified as Chapter
74, Public Works, Department of, except as otherwise provided by or inconsistent with the Charter or this Code.
