All City elections shall be conducted and held in conformance
with the provisions of Chapter 115, RSMo.

A. Any
person desiring to become a candidate for any elective office in the
City shall file with the City Clerk a declaration of candidacy. The
form of declaration of candidacy shall be obtained from the City Clerk.
The declaration of candidacy shall be filled out in its entirety and
shall be signed by the candidate at the time of filing in the presence
of the City Clerk or his/her designee.
B. Any person who desires to become a candidate for an elective City office at the general City election shall file with the City Clerk, not prior to the hour of 8:00 A.M., on the 16th Tuesday prior to, nor later than 5:00 P.M., on the 11th Tuesday prior to the next City municipal election, a written declaration of his/her intent to become a candidate at said election. The City Clerk shall keep a permanent record of the names of the candidates, the offices for which they seek election, and the date of their filing, and their names shall appear on the ballots in that order, except as set forth in Section
105.035 below.
C. All
candidates presenting themselves for signing and filing their declaration
of candidacy shall form a line at the east side of the City Hall Building
and shall be admitted only through the east door of the City Hall.
No candidate shall be admitted for signing and filing his/her declaration
of candidacy until 8:00 A.M. on the first day of filing. Only the
candidate may sign and file the declaration of candidacy.
D. The
City Clerk or his/her designee shall receive declarations of candidacy
for signing and filing in the order in which the candidates pass through
the east door of the City Hall and shall continue to accept declarations
of candidacy for signing and filing in that order until the expiration
of the time for filing for office.
E. At
least two (2) weeks before the opening date for filing a declaration
of candidacy, a notice shall be published in at least one (1) newspaper
of general circulation within the City and a notice shall be posted
on the bulletin board at City Hall and in the City Hall Lobby stating:
1. The office or offices to be filled.
2. The opening filing date and closing filing date for the filing of
declarations of candidacy.
3. The proper place for filing such declaration of candidacy.
4. Forms of declaration of candidacy may be obtained from the City Clerk.
5. Candidates desiring to file a declaration of candidacy (not stand-in
or designee) shall form a line at the east door of the City Hall and
shall be admitted only through the east door of the City Hall, not
earlier than 8:00 A.M. on the first day of filing and not later than
5:00 P.M. on the last day of filing, the specific dates to be set
out.
6. The City Clerk or his/her designee shall receive declarations of
candidacy for signing and filing in the order in which the candidates
pass through the east door of City Hall and shall continue to accept
declarations of candidacy for signing and filing in that order until
the expiration of the time for filing for office.
7. Only a candidate may sign and file a declaration of candidacy.
F. Any
person filing or attempting to file a declaration of candidacy by
any means other than as set out herein shall be deemed disqualified
and his/her name shall not be placed on the ballot.
G. The
filing fee for the filing of such declarations and which must accompany
the declaration shall be as follows:
1. Marshal/Collector, one hundred dollars ($100.00);
2. Mayor, one hundred dollars ($100.00);
3. Alderman, fifty dollars ($50.00).

The names of candidates shall appear on the ballot in the order
in which they have filed, except that the ballot position of candidates
who file before 5:00 P.M. on the first day for filing shall be determined
at the next regular meeting of the Board of Aldermen by drawing the
names of the candidates or in such other impartial manner as determined
by the Board.
In City elections, the City Clerk shall notify the St. Louis
County Board of Election Commissioners prior to 5:00 P.M. on the 10th
Tuesday prior to any City election except as noted in Section 115.125,
RSMo. The notice shall be in writing, shall specify that the Board
of Aldermen is calling the election, the purpose of the election,
the date of the election, and shall include a certified copy of the
legal notice to be published including the sample ballot. The notice
and any other information required by Section 115.125, RSMo., may,
with the prior notification to the election authority receiving the
notice, be accepted by facsimile transmission prior to 5:00 P.M. on
the 10th Tuesday prior to the election, provided that the original
copy of the notice and a certified copy of the legal notice to be
published shall be received in the office of the election authority
within three (3) business days from the date of the facsimile transmission.

The legal boundaries of the City's
four (4) wards shall be as they appear on the map marked Exhibit "A"
held on file in the City offices and made a part hereof as if more
fully set forth herein.
