A. Anyone
living or owning property in the City limits of the City of Herculaneum
is eligible to apply for a library card. Such application for a library
card must be made in person and proper identification and proof of
residency or ownership is required. There will be no charge for a
library card to those individuals residing in or owning property in
the City of Herculaneum.
B. Cards
will be issued to children six (6) years of age or enrolled in the
first (1st) grade. Children under the age of sixteen (16) must have
the signature and approval of a parent or guardian in order for a
card to be issued.
C. Non-resident
individuals or families may purchase a library card for ten dollars
($10.00) renewable annually. Non-resident families will be issued
one (1) card per family.
D. Non-resident
senior citizens (sixty-two (62) and older) may purchase a library
card for five dollars ($5.00) renewable annually.
E. There
will be a one dollar ($1.00) charge for a lost card should an individual,
whether living within the City limits of Herculaneum or outside the
City of Herculaneum, loses such card. In the event there is a second
(2nd) time within a period of one (1) year that a card is reissued,
there shall be a two dollar ($2.00) charge. In the event there is
a third (3rd) time within a period of one (1) year that a card is
reissued, there shall be a five dollar ($5.00) charge. These charges
shall apply to both residents and non-residents of the City of Herculaneum.
F. Library
cards are not transferable. Anyone checking out books or other items
from the library is responsible for the return of all materials on
a specified date and they shall be returned in the same condition
as they were at the time such item was checked out.
G. There
will be a charge for overdue, lost or damaged materials. Any privileges
for the check out of books or other items from the library will be
suspended until all fines and fees are paid.
H. Materials
may be checked out for a period of two (2) weeks. An individual may
renew the check out period for one (1) additional week so long as
materials are not overdue or on reserve for another patron. Materials
may be renewed by telephone so long as they are not overdue or on
reserve for another patron.
I. The maximum
number of books to be checked out at one time per individual is five
(5) books.
J. In the
event a book is returned late, fines will be five cents ($0.05) per
day per book. Fines will be ten cents ($0.10) per day for magazines,
periodicals and any other item checked out from the library.
K. Fees
for lost books and materials will be the current replacement cost.
Damages will be determined by the librarian or by the Board of Aldermen.
L. Any book
and material marked "reference" or which is a reference book shall
be permitted to be used only within the library itself.
M. Any library
card holder may ask that any new arrival or currently loaned book
or material be reserved for them. Materials will be held for three
(3) days after notification to the individual. If the book or other
item is not checked out by the end of the third (3rd) day, the book
or other item will be given to the next person on the reserve list
or will be placed in the library for check out for any individual.
N. There
shall be a book return bin for returning books and library materials
located at the rear of the library.
O. Library
books or other items may also be returned to City Hall in the event
there are no outstanding fines or fees.
P. Computer
and Internet access are available at the library. Patrons will be
given a copy of the library's Internet access policy and will be required
to read and sign an Internet agreement. Patrons under eighteen (18)
years of age must have the agreement signed by a parent or guardian.
Users between the age of thirteen (13) and seventeen (17) may use
the Internet unaccompanied with written permission from a parent or
guardian. A copy of both the adult computer services user form and
the youth computer services user and waiver of liability form is on
file in the City offices and incorporated herein by reference.
