To lessen congestion in the streets; to secure safety from fire,
panic and other dangers; to promote health and the general welfare;
to provide adequate light and air; to prevent the overcrowding of
land; to avoid undue concentration of population; to preserve features
of historical significance; to facilitate the adequate provision of
transportation, water, sewerage, schools, parks and other public requirements.
Such regulations shall be made with reasonable consideration, among
other things, to the character of the district and its peculiar suitability
for particular uses, and with a view to conserving the values of buildings
and encouraging the most appropriate use of land throughout such municipality.

From and after November 8, 1982, the use of all land and every
building or portion of a building erected, altered with respect to
height and area, added to, or relocated, and every use within a building
or use accessory thereto, in the City of Herculaneum shall be in conformity
with the provisions of this Title. Any existing building or structure
and any existing use of a building or land not in conformity with
the regulations herein prescribed shall be regarded as nonconforming
but may be continued, extended, or changed subject to the special
regulations herein provided with respect to nonconforming buildings
or uses.

In interpreting and applying the provisions of this Title, they
shall be held to be the minimum requirements for the promotion of
the public health, safety, comfort, convenience, and general welfare.
Where the provisions of the Title impose greater restrictions than
those of any law, other ordinance, or regulation, the provisions of
this Title shall be controlling. Where the provisions of any law,
other ordinance, or regulation imposes greater restrictions than this
Title, the provisions of such law, other ordinance or regulation shall
be controlling.

This Title shall be known and may be cited as the "The City
of Herculaneum Zoning Ordinance".
