The installation of smoke detectors in accordance with regulations
issued by the office of the State Fire Marshal shall be required after
January 1, 1982, in all apartment buildings and in each apartment
and residential dwelling before such building is sold or otherwise
changes hands and in all commercial and industrial buildings.
