No person appointed to the office of Town Assessor, Deputy Town
Assessor, Superintendent of Highways or Deputy Superintendent of Highways,
or who is performing the duties of either, shall be required to be
an elector or resident of the Town of Salina at the time of appointment
or throughout the term of office, provided that such person is, at
the time of appointment and throughout the term of office, a resident
of the County of Onondaga or an adjoining county.
This article is intended to supersede, in part, those provisions
of Subdivision 1 of § 3 of the Public Officers Law and Subdivision
1 of § 23 of the Town Law which respectively require a Town
Assessor, a Deputy Town Assessor, a Superintendent of Highways, a
Deputy Superintendent of Highways or a person who is performing the
duties of any such officer to be a resident or elector of the Town
of Salina at the time of appointment and during the term of office.
