A bill for sewerage services will be rendered quarterly to each customer. Sewerage charges will be based on the quarterly billing for the designated year. Sewerage charges are billed in advance for the quarter beginning with the billing date.

If a bill is not paid within 15 days of the date of billing, the interest rate shall be the maximum amount allowed by statute. In the case of a disputed bill terminating substantially in favor of the customer, the payment is due within 10 days of the termination of the dispute.
A. 
Any bill unpaid after 15 days from the date of billing shall be classified as delinquent. Any bill unpaid after 45 days from the date of billing shall be subject to discontinuance of service after not less than five days' written notice.

B. 
If service is discontinued for nonpayment of the account, it will not be restored until a turn-on fee of $25, plus all unpaid charges, is paid by cash/certified check or money order.

C. 
If a check is returned by the bank for insufficient funds, a processing fee of $20 will be charged against the account, and the service will be discontinued immediately without further notice.

D. 
Any unpaid balance of service charges and interest thereon shall be a lien against the property, and action shall be initiated pursuant to the procedures specified under N.J.S.A. 40:14B-42.
E. 
Notice of delinquent charges shall be given annually to the Tax Collector of the Borough of Clayton 30 days prior to the Borough's posting notice of or publishing all delinquent taxes.
F. 
Interest shall be charged at a rate of 1 1/2% per month on any unpaid balances after 15 days of presentation of the bill.

Service may, at the sole discretion of the Water and Sewer Utility, be discontinued for any of the following reasons:
A. 
Misrepresentation in application.
B. 
Willful waste of water through improper or imperfect pipes.
C. 
Molesting any service pipe, meter, curb stopcock or seals or any other appliance of the Water and Sewer Utility.
D. 
Nonpayment of any charge occurring under the application.
E. 
Nonpayment of bills within the time prescribed.
F. 
Violation of any part of this chapter.
Service will be renewed when the conditions under which such service was disconnected are corrected and upon payment of all accrued charges.
Upon connection of an improved and usable property to a sewer, the obligation to pay the minimal annual service charge continues, despite the failure to occupy the property or to use the sewer facilities, so long as the building or structure on the property is still available for use and the sewer facilities remain available.

Payment for connection fees for existing single-family residential dwellings that are required to connect to the sewer system because of sewer main extension by either the Borough or new development may be made over a four-year period in quarterly installments of not less than $50 without penalty. When the Borough of Clayton Water and Sewer Utility has to purchase county permits for these sewer projects, the customer will be allowed to make payments for the connection fees over a six-year period in quarterly installments of not less than $95.83, without penalty.

Senior citizens (age 65 years or more) having an annual income not in excess of the limitations provided in N.J.S.A. 54:48.40 et seq., which provides for real estate tax deductions, and residing in a dwelling house owned by such senior citizen shall be charged at an annual rate of $326 per domestic consumer unit. Determination of eligibility for the reduced rate provided for herein shall be made in accordance with the standards in effect for determining real estate tax deductions under the provisions of N.J.S.A. 54:48.40 et seq., as said section shall be amended from time to time, together with any applicable regulations promulgated thereunder.
