This Part shall be known as the "Hopewell Township House Numbering
Ordinance."

It is the intent of the Board of Supervisors of the Township
that all properties in the Township, whether improved or not, shall
be assigned a street number, and all streets within the Township shall
be assigned a name, other than a Township Route or State Route number,
and that, to the extent possible, duplication of such names within
the Township be eliminated. It is further the intent of the Board
of Supervisors of the Township that all principal buildings on each
tract of land display those numbers in a manner consistent with this
Part, and to further vest in authorized Township personnel the authority
to assign numbers to future properties or lots not in existence at
the time of the enactment of this Part, to set a deadline for compliance
with this Part, and to provide penalties for the failure to comply
with the terms of this Part.

The Township herewith adopts a general building numbering system
for the Township which shall be based on the parameters and criteria
set forth in Schedule 4-1-A, which is attached hereto and incorporated
by reference as if fully set forth. All future principal buildings,
or all lots or properties created after the enactment of this Part,
whether by subdivision, land development or otherwise, shall be numbered
in accordance and consistent with that system.

Upon the adoption of street names and numbers pursuant to this
Part, the Township shall notify the property owner of the number which
is being assigned to that property and, if the street or road on which
that property is located is being renamed, of the new name of that
street or road.

It shall be the duty and the responsibility of the owner of
each property on which a principal building sits to cause the same
to be numbered in accordance with this Part within 35 days of the
mailing to the owner of the number assigned to it by the Township.
In the event that a principal building does not exist on the lot at
the time of the enactment of this Part or subsequent ordinances, then
the owner of such principal building shall post the numbers of that
building within 35 days of occupancy of that building, or at such
earlier time as may be set forth by this Part. "Principal building"
shall be defined as the primary use building on the premises, which
shall include a dwelling, or a business, commercial or religious building,
whether for profit or not for profit.

1. All street numbers shall be at least three inches in height, and
shall be of such color that contrasts with the background on which
said number is mounted, so that the number would be clearly visible
and legible from the street in daylight hours, or upon illumination
after dark. All numbers shall be located as follows:
A. For purposes of this Part, the edge of the street or road shall be
defined as within two feet of the curb or, if no curb, the edge of
the shoulder of the street, access road or road, and shall be located
within three feet of the driveway or entrance to the property, unless
said numbers are placed on the mailbox or mailbox post for said property,
so long as said mailbox or mailbox post is physically located on the
property, and on the same side of the road as the principal building.
B. For principal buildings which are within 75 feet of the public street
on which the building is located, the building numbers may be placed
either on the building, or at or near the edge of the street or road
including but not limited to on the mailbox or mailbox post so long
as, said mailbox or mailbox post is physically located on the property,
and on the same side of the road as the principal building. All numbers
placed on the building must be visible from the road at the driveway
or building access entrance. For properties which are bounded on two
or more sides by one or more streets, then numbers shall be placed
on the front of the building on which the front entrance is located,
or if placed at or near the edge of the street or road, along the
street or road which the front entrance of the building faces.
C. For any principal building which is 75 feet or greater from the street
or road, or which is not visible from the road at the driveway or
building access entrance, then the building numbers shall be posted
along the edge of said street or road, including but not limited to
on the mailbox or mailbox post so long as said mailbox or mailbox
post is physically located on the property, and on the same side of
the road as the principal building. For properties which are bounded
on two or more sides by one or more streets, then numbers shall be
placed along the street or road which the front entrance of the building
faces.
D. All numbers must be placed a minimum of 18 inches above the surface
of the ground.

1. In the event that a principal building is located on a joint driveway or access drive serving more than one principal building, each number shall be posted at the driveway entrance from the public street to which the address is assigned, and shall additionally be posted at the entrance of each individual property or on the building, consistent with §
4-106 of this Part.
2. In the event that a property is located on a private road providing
access for more than one property, the following procedures shall
apply:
A. The owners of such properties served by said private road shall agree
upon a road name and submit that name within 15 days of the request
for naming to the Township's Board of Supervisors for their approval.
In the event that the owners cannot agree on a name, then the Board
of Supervisors or their designees shall assign a name to that private
road.
B. Once the Township has approved a name for a private road, the Township
shall, at its own expense, erect a street sign at the intersection
of said private road with each public road or street. In the event
that such street sign disappears or is removed, it shall be the responsibility
of the owners of that private road, within 30 days after the disappearance
or removal of that sign to replace the sign, which shall be available
from the Township, and which shall be at the property owners'
expense, payable in advance. All such signs shall be white letters
on blue aluminum blank. All property owners along the private road
shall be jointly, severally and equally responsible for compliance
with this requirement and replacement of any signs which are their
responsibility. In the event that the sign is damaged as the result
of a motor vehicle accident or for weather-related reasons, then the
Township shall replace that sign.
C. The owner of each principal dwelling along said private road shall place a street number sign in front of the principal building in a manner consistent with §
4-106 of this Part.

All principal buildings erected after the adoption of this Part,
whether on existing properties or newly created properties or lots,
shall be assigned a number by the Township in accordance with the
building numbering system as adopted, which number shall be assigned
at the time of the issuance of a building permit. No certificate of
use or occupancy shall be issued until such number has been posted
in accordance with the requirements of this Part.

Any owner, which shall include any person, partnership or corporation, who shall violate any provision of this Part shall be subject to penalties as set forth in §
4-110 of this Part. Prior to imposing penalties, the Township shall send or cause to be sent by either the Township Secretary or the Township Permit Officers, or their designees, a written warning advising the owner of the requirements of the Part, the penalties for failure to comply, and giving the owner 35 days from the date of the notice to bring his, her or its, property into compliance.

Any person, firm or corporation who shall violate any provision of this Part after notice as required in §
4-109, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and reasonable attorney fees incurred by the Township in the enforcement proceeding and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.
