The City of Lincoln hereby declares that the Lincoln Senior
Center Building, to be funded in part with AEDC funds, be dedicated
exclusively for programs and services benefiting senior citizens.

It has been found that the effectiveness of this ordinance is
a necessary element for the receipt of financial assistance which
is essential to the expansion of the Lincoln Senior Center Building.
