This ordinance shall be known as "An Ordinance Establishing Operating Procedures for the City Council of the City of Lincoln, Arkansas."
The rules of procedure for transacting business at all regular and special meetings of the Lincoln City Council, and all regular and special meetings of the committees of the City Council, shall be the most recent version of Robert's Rules of Order, except where they are in conflict with the general laws of the City and the state.
The City Attorney is hereby appointed as the Parliamentarian for regular and special meetings of the City Council. The Mayor or other chair of the meeting shall be entitled to rely on the Parliamentarian's advice for questions of order; however, final rulings on procedure shall come from the Mayor or meeting chair, as appropriate.
A. 
At the beginning of each City Council meeting, there shall be a fifteen-minute period during which citizens may comment on any issue that is relevant to the business of the City Council or the City of Lincoln. No individual may speak longer than three minutes or more than once during the comment period. There will be no public comment period at any special meeting. Those wishing to speak will sign in on a sign-in sheet held by the City Clerk at the beginning of the meeting.
B. 
Additional time may be added to any of the public comment periods by a majority vote of the City Council or committee holding the meeting.
C. 
Written comments are welcome to be submitted at any time to the City Council or any of its members.
D. 
A specific resource person may be called upon by any City Council member at any time during consideration of an item.
E. 
In instances where there is extensive public interest and the need to allow for substantial public comment, the City Council or the Mayor may call for a public hearing before the appropriate committee of the City Council or the full Council.
F. 
General conduct for the public attending Council meetings.
1. 
A person addressing the City Council shall clearly state his or her name for the record. Council meetings shall be conducted according to the rules of conduct. Stamping of feet, whistles, yells, shouting, physically threatening conduct and/or similar demonstrations are prohibited.
2. 
While members of the public may speak their opinions on City business, personal attacks on anyone, use of profane language, and signs or displays of disrespect for individuals are prohibited as they impede good communication with the City Council.
3. 
Public comments should not be addressed to individual Council members or to City officials, but rather to the City Council as a whole regarding City business.
4. 
A speaker shall not concede any part of his or her time to another speaker.
