A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
PARKING METER
A device intended to assist public authorities in enforcing the provisions of this section limiting the time during which vehicles may be parked on any highway within the parking meter zones.
PARKING METER ZONES
Highways or portions of the highways on which parking meters are installed, operated and used.
VEHICLE
Any conveyance of any character for the transportation of persons or property.
B. 
Parking meter zones established. Parking meter zones are hereby established as set forth in Schedule XVI (§ 195-56).
C. 
Exceptions. Parking in any parking meter zone on Sundays and on any legal holiday generally recognized as such is hereby specifically excluded from the provisions of this section.
D. 
Time periods. On all days other than those set forth in Subsection C above, parking in parking meter zones is limited to a period of time between the hours of 8:00 a.m. and 6:00 p.m., Eastern standard or daylight saving time.
E. 
Installation of meters. In all parking meter zones, a parking meter shall be installed for each parking space.
F. 
Designation of spaces. All parking spaces shall be plainly designated by lines or markings on the highways and may be placed either parallel or diagonally to the curb, depending upon which may be more advantageous to the proper regulation of traffic.
G. 
Placement of meters. A parking meter shall be placed upon the sidewalk or curb immediately adjacent or next to each designated parking space in such a manner as to show or display by a signal that the parking space controlled by such meter is or is not legally occupied.
H. 
Meters to indicate legal parking time and show violations. Each parking meter shall indicate by a proper legend the established legal parking time and, when in operation, shall also indicate on or by its dial or pointer the duration of the period of legal parking and any illegal or overtime parking.
I. 
Certain meters to show no-parking hours. All parking meters on the easterly side of West Liberty Avenue shall indicate by a proper legend the following: "No parking 6:00 a.m. to 9:00 a.m." All parking meters on the westerly side of West Liberty Avenue shall indicate by a proper legend the following: "No parking 4:00 p.m. to 7:00 p.m."
J. 
Placement of vehicles in spaces. Every vehicle parked in any parking meter zone shall be entirely within the lines of the designated parking spaces, with the front end of such parked vehicle adjacent to the parking meter controlling such parking space.
K. 
Deposit of coin required; time allowed on deposit. Upon parking any vehicle in any of the aforesaid parking meter zones at any time during which said parking meters are in operation, the vehicle operator, upon entering the designated space, shall immediately deposit or cause to be deposited the rate as set forth from time to time by resolution of the Borough Council, in sufficient amount so that the time displayed on the meter does not expire while the vehicle is occupying said parking space. No vehicle shall occupy a parking meter space for a period in excess of the maximum time indicated on the parking meter. A violation of this section shall subject the violator to the penalty set forth in Subsection M(2) of this section.
L. 
No person shall deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for a coin of the United States of America.
M. 
Violations and penalties.
(1) 
Any person, firm, partnership or corporation who or which violates any of the provisions of this section or who aids, abets or assists in the violation of the aforesaid subsections shall, upon conviction before a Magisterial District Judge, be sentenced to pay a fine of not less than $10 and not more than $300 and costs of prosecution of each offense. In default of the payment of such fine and costs of prosecution, such person shall undergo imprisonment in the Allegheny County Jail for a period not exceeding 10 days.
(2) 
Council may, from time to time, set by ordinance the penalty for violating Subsection K of this section. The ordinance may, as a matter of courtesy, allow for a lesser amount to be paid if done so within 48 hours of the issuance of a parking tag. The foregoing provision shall not apply, however, when the violation is committed by the same person more than one time at the same location within a twenty-four-hour period.
N. 
Revenue assessment and disposition. The coins required by this section to be deposited in parking meters are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the highways, including the cost of supervising and regulating the parking of vehicles in the parking meter zones created by this section and the cost of the purchase, supervision, protection, inspection, installation, operation, maintenance, control and use of such parking meters.
O. 
Collection and deposit; accountability. The coins required to be deposited according to this section in parking meters shall be collected and accounted for under the supervision and direction of the Manager of the Borough, who shall deposit them in a special parking meter revenue fund at least once a week in the official depository of the Borough.
P. 
Overtime parking. No owner or operator of any vehicle shall cause, allow or permit such vehicle to be parked overtime or beyond the period of the legal parking time established and set forth in this section.
Q. 
Scope. Nothing in this section shall be construed to prohibit the Borough from providing for free parking space for loading and unloading of commercial vehicles, for bus stops, taxicab stands or for other matters of a similar nature.
R. 
Enforcement; emergency suspension. The duty of enforcing the provisions of this section shall be upon the Mayor acting through the Police Department. In an emergency, any of the provisions of this section, except Subsections N and O, may be temporarily suspended by the Mayor, who shall then have authority to adopt and enforce such other temporary rules and regulations as traffic conditions during such emergency may demand or require.
S. 
Reports of violation; tickets.
(1) 
It shall be the duty of the police officer or any special officer of the Borough acting in accordance with instructions issued by the Chief of Police through the general supervision of the Mayor to report to the Chief of Police for prosecution, by special duplicate parking meter writings consecutively numbered, the following information:
(a) 
The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this section.
(b) 
The state license number of such vehicle.
(c) 
The day and hour at which such vehicle is parked in violation of any of the provisions of this section at the time of its inspection.
(d) 
Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
(2) 
Each such police officer or special officer shall also place on such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of the provisions of this section and instructing such owner or operator to report at the Police Department of the Borough in regard to such violation.
T. 
Applicability of other provisions. Nothing contained in this section shall be construed to permit parking of vehicles in those spaces within any zone in which by other provisions of this Code or other ordinances parking is prohibited. Until meters are actually installed in the parking zones described in this section, the parking of vehicles in such zones or that part of the zone in which parking meters are not installed shall be limited to such parking regulations as have been fixed by other ordinances of the Borough.
U. 
Procurement and maintenance contracts. The proper officers of the Borough are hereby authorized and directed to enter into contracts for the purchase and installation of parking meters and to enter into contracts for such parts and maintenance of such parking meters as may be necessary to maintain the same in good operating condition.
A. 
Off-street parking meter areas are hereby established and shall be subject to the parking meter regulations set forth in § 195-25 above. Rates for said parking meters shall be as set forth from time to time by resolution of the Borough Council. Said off-street parking meter areas are established as follows:
(1) 
Dormont Village Lot. This off-street parking area is located at Parcel Identification No. 98-D-334. On all days, parking in the off-street parking area is hereby limited to a period of time not in excess of 10 hours, between the hours of 8:00 a.m. and 6:00 p.m., Eastern standard time or daylight saving time, as the case may be.
(2) 
Tennessee Lot. This off-street parking area is located at Parcel Identification No. 63-S-145. On all days, parking in the off-street parking area is hereby limited to a period of time not in excess of 10 hours, between the hours of 8:00 a.m. and 6:00 p.m., Eastern standard time or daylight saving time, as the case may be.
(3) 
Krugh Lot. This off-street parking area is located at Parcel Identification Nos. 63-S-155 and 63-S-157. On all days, parking in the off-street parking area is hereby limited to a period of time not in excess of 10 hours, between the hours of 8:00 a.m. and 6:00 p.m., Eastern standard time or daylight saving time, as the case may be.
(4) 
Glenmore Lot. This off-street parking area is located at Parcel Identification Nos. 63-S-177 and 63-S-179. On all days, parking in the off-street parking area is hereby limited to a period of time not in excess of 10 hours, between the hours of 8:00 a.m. and 6:00 p.m., Eastern standard time or daylight saving time, as the case may be.
(5) 
Illinois Lot. This off-street parking area is located at Parcel Identification No. 63-S-126. On all days, parking in the off-street parking area is hereby limited to a period of time not in excess of 10 hours, between the hours of 8:00 a.m. and 6:00 p.m., Eastern standard time or daylight saving time, as the case may be.
(6) 
VFW Lot. This off-street parking area is located at Parcel Identification No. 98-C-30. On all days, parking in the off-street parking area is hereby limited to a period of time not in excess of 10 hours, between the hours of 8:00 a.m. and 6:00 p.m., Eastern standard time or daylight saving time, as the case may be.
(7) 
Espy Lot. This off-street parking area is located at Parcel Identification Nos. 63-M-169 and 63-M-171. On all days, parking in the off-street parking area is hereby limited to a period of time not in excess of 10 hours, between the hours of 8:00 a.m. and 6:00 p.m., Eastern standard time or daylight saving time, as the case may be.
(8) 
Biltmore Lot. These off-street parking areas are located at Parcel Identification Nos. 98-G-95, 98-G-132, 98-G-135, 98-G-129, 98-G-133 and 98-G-136. On all days, parking in the off-street parking area is hereby limited to a period of time not in excess of 10 hours, between the hours of 8:00 a.m. and 6:00 p.m., Eastern standard time or daylight saving time, as the case may be.
(9) 
Hillsdale/West Liberty Avenue Lot. These off-street parking areas are located at Parcel Identification Nos. 0098-D-00380-0000-00 and 0098-D-00382-0000-00. On all days, parking in the off-street parking area is hereby limited to a period of time not in excess of 10 hours, between the hours of 8:00 a.m. and 6:00 p.m., Eastern standard time or daylight saving time, as the case may be.
B. 
Power of Borough Manager.
(1) 
The Borough Manager is granted authority to alter, at his or her discretion, time durations of parking meters located in the Borough off-street parking areas and to post appropriate signs.
(2) 
The authority granted to the Borough Manager in Subsection B(1) hereof shall be exercised without enactment of a Borough ordinance.
(3) 
The authority granted to the Borough Manager by this subsection shall not include the power to alter or establish parking rates or fines and penalties for violation of parking regulations.
C. 
Business parking permits.
(1) 
Permits authorized. The Borough Manager is hereby authorized to issue parking permits to owners and employees of businesses located within the Borough of Dormont. Said permits shall be issued in accordance with rules and regulations approved by Council, for a fee established by Council from time to time by resolution,[1] and shall entitle the holders thereof to parking privileges in Borough off-street parking areas as set forth in said regulations and in Subsection C(3) of this section.

(2) 
Reserved areas created. The Borough Manager is hereby authorized to establish or designate parking spaces in any Borough off-street parking area as exclusively reserved for parking by holders of business parking permits and to post such spaces accordingly. The establishment, number and location of such reserved spaces shall be at the discretion of the Borough Manager.
(3) 
Parking regulated.
(a) 
Except for persons parking vehicles lawfully bearing a business parking permit issued by the Borough of Dormont, no person shall park a vehicle, during hours when applicable parking laws are enforced, in a parking space in any Borough off-street parking area which has been posted as reserved for business parking only.
(b) 
Parking by holders of business parking permits may be restricted to reserved areas only, when appropriate signs are posted by the Borough Manager, who is hereby authorized to impose such restriction.
(4) 
Permits not transferable. It shall be unlawful for any person who is the purchaser of a business parking permit to lend, assign or transfer the same to any other person or to any vehicle other than that vehicle for which the permit was issued.
(5) 
Violations and penalties. Any person violating Subsection C(3) or (4) of this section is guilty of a summary offense and shall, upon conviction, be sentenced to pay a mandatory minimum fine of $25. In addition, a violation of Subsection C(4) of this section, relating to transferability, shall result in the immediate revocation of the business parking permit. Vehicles parked in violation of Subsection C(3) of this section may be removed at the reasonable expense of the owner of the vehicle. Parking meter attendants are hereby empowered to enforce the provisions of this section.
(6) 
The meter permit areas are as follows:

D. 
Handicapped areas.
(1) 
Except for persons parking vehicles lawfully bearing registration plates or parking placards issued by the Department of Transportation of the Commonwealth of Pennsylvania to handicapped persons or disabled veterans, no person shall park a vehicle at any time in a parking space in any Borough off-street parking area reserved for a handicapped person or disabled veteran which has been so posted.
(2) 
The Borough Manager is hereby authorized to establish or designate parking spaces in any Borough off-street parking area as exclusively reserved for parking by a handicapped person or disabled veteran and to post such spaces accordingly. The establishment, number and location of such spaces in Borough off-street parking areas shall be at the discretion of the Borough Manager.
(3) 
The continuing applicability of handicapped-accessible parking space allocations is reviewed on an annual basis. There shall be no more than two handicapped-accessible parking spaces in any one numerical street block. A numerical street block shall be based on increments of hundreds (i.e., 2800 Block). At the time of enacting this subsection, if there exist two or more handicapped-accessible parking spaces in any one numerical street block, they shall be permitted to remain until otherwise removed.
(4) 
Any person violating this section is guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine as established by the Pennsylvania Motor Vehicle Code.[2]

A. 
Parking of vehicles registered as trucks, and commercial and construction vehicles, school buses, trailers and motor homes, boats and boat trailers, except for loading or unloading, shall be prohibited upon any streets, alleys, ways, parking zones, parking areas within Dormont Park or other public parking areas within the Borough of Dormont between the hours of 9:00 p.m. and 7:00 a.m., except as set forth in Subsections B, C and D below.
B. 
The prohibition contained in this section shall not apply to vehicles registered as trucks which are designated with a registered gross weight (RGW) of 7,000 pounds or less, but further provided that such trucks shall have no more than four wheels in contact with the road surface and shall not have dump mechanisms attached to or a part of said vehicles.
C. 
The prohibition contained in this section shall also not apply to any vehicle owned and operated by a person with a handicap or disability residing in the Borough, when such vehicle has been modified for operation by the owner and which bears either a handicapped or disabled veteran license plate issued by the Pennsylvania Department of Transportation pursuant to the Vehicle Code, 75 Pa.C.S.A. § 1338(a) or 1342(a), where a finding has been made by the Chief of Police that the owner's property lacks off-street parking space to allow reasonable access for the owner into and out of said truck and/or to and from the truck and the owner's dwelling.
D. 
Vehicles with a RGW of less than 11,000 pounds, including commercial vehicles as defined in Subsection E, may be parked in municipal lots from 9:00 p.m. to 7:00 a.m.
E. 
For the purposes of this section, the term "commercial vehicle" includes, but shall not be limited to, any vehicle having a RGW in excess of 7,000 pounds, or having more than four wheels in contact with the road surface, or having a dump mechanism attached to or a part of said vehicle, or a vehicle containing open or closed boxes or chests for carrying tools or equipment and/or racks or other means for carrying ladders, pipes, tools or other equipment.
