A Township Clerk shall be appointed by the Council
pursuant to the Charter for three-year periods or until the individual
has attained tenure as provided by law. The term of office shall run
from January 1 in the year of appointment. The appointment to fill
a vacancy in the Clerk's office shall be for the unexpired term only.
Prior to his appointment, the Township Clerk shall be qualified by
training or experience or a combination thereof for the duties of
his office.
The Township Clerk shall have the following
functions, powers and duties:
A. He shall serve as Clerk of the Council, keep its minutes
and records of its proceedings, and maintain and compile its ordinances
and resolutions as required by the Charter.
B. Provide secretarial and clerical services for Councilmen
in the discharge of their official duties.
C. Have custody of the Township's Seal and affix it to
such books, papers and documents as he may be authorized pursuant
to law.
D. Have and take custody of all official books, papers
and documents of the Township for which no other repository is provided
by Charter or ordinance, and preserve and keep them safely.
E. Administer dog licenses pursuant to law.
F. Perform such functions as are vested in the Clerk
by the licensing provisions of state law or ordinance.
G. Have such other, different and additional powers,
functions and duties as may be prescribed by law or ordinance.
H. To act as the administrative officer in connection
with the Senior Citizens and Disabled Protected Tenancy Act.
The Clerk may appoint a Deputy Clerk who shall
perform the functions, powers and duties of a Clerk in the absence
or upon the direction of the latter and who shall perform such other
functions, powers and duties as may be directed by the Council.
The Township Clerk shall also issue certificates
as to liability for assessment for municipal improvements in accordance
with the provisions of N.J.S.A. 54:5-18.1 et seq.

A. The Township Clerk shall act as the Custodian of Records for all official books, papers and documents of the Township, and shall receive all requests for inspection or copies of the Township's public records, except for those books, papers, and documents created and maintained by the Police Department. The Custodian of Records shall fulfill all duties required under the Open Public Records Act, N.J.S.A. 47:1A-1, et seq., the Common Law Right of Access, and §
4-58, Public records, of this Code.
B. The Chief of Police, or his designee, shall act as the Deputy Custodian
of Records for all official books, papers, and documents of the Police
Department, and shall receive all requests for inspection or copies
of the Police Department's public records.
C. The Deputy Custodian of Records shall report to the Custodian of
Records periodically, but not less than once per month, every request
for inspection or copies of public records received, fulfilled, or
denied by him.

The Municipal Clerk and Deputy Clerk
are to receive compensation at the overtime rate of 1 1/2 times that
employee's regular hourly wage when they are required to be present
at an election or election-related matters when other municipal employees
are off.
