The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
The parking of vehicles is hereby prohibited on all streets and municipal parking lots within this Village between the hours of 2:00 a.m. and 7:00 a.m. except as otherwise provided in this section. Excluded from the 2:00 a.m. to 7:00 a.m. parking prohibition in the Municipal Parking Lot on Ashford Avenue are the personal cars of the Village employees and volunteer fire fighters in the performance of their official duties.

B. 
Permission for a guest to park on a public street or municipal parking lot between 2:00 a.m. and 7:00 a.m. on a specified date may be granted by the Police Department if the property visited by such guest has no driveway or such driveway is not sufficiently large to accommodate said vehicle together with the other vehicle already parked therein, and if no municipal parking lot is located within a reasonable distance of the location.

C. 
Permission for a resident to park on a public street or municipal parking lot regularly between said hours may be granted by the Police Department, by annual permit, if the place of residence of said resident has no garage or driveway or if the garage and driveway are not sufficiently large to accommodate all the cars parked thereat; any such permit may be revoked by the Police Department at any time when the requirements of this provision are no longer met. No permit shall be granted where the absence or inadequacy of a garage and/or driveway or other parking area results from the voluntary act of the applicant, a member of his family residing with him at the same premises or the predecessor in title of any of them.

D. 
In the event that the circumstances justifying the issuance of a permit are seasonable or otherwise limited in time, any permit issued shall be for such period less than one year as is necessitated by such circumstances.
E. 
A fee as indicated in Ch. A210, Fees, shall be collected from each applicant prior to the issuance of any permit.
F. 
This section, as far as it pertains to issuance of permits, does not apply to state highways, namely Route 9A.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 190-60), attached to and made a part of this chapter.
No person shall stop a vehicle, except a bus, upon any of the streets or parts of streets described in Schedule XIII (§ 190-61), attached to and made a part of this chapter.
Except for regularly scheduled buses of county bus lines, in bus stops identified as such by appropriate markings and so designated in this chapter, no person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 190-62), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XV (§ 190-63) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVI (§ 190-64) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVII (§ 190-65) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§ 190-66) at any time between the hours listed in said Schedule XVIII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIX (§ 190-67) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XX (§ 190-68), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXI (§ 190-69), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXII (§ 190-70), attached to and made a part of this chapter, are hereby designated as bus stops.

The locations described in Schedule XXIII, Parking for Individuals with Disabilities (§ 190-71), attached to and made a part hereof, are hereby designated as parking spaces for individuals with disabilities, and no vehicle which does not prominently display the approved parking for individuals with disabilities permit issued in accordance with §§ 1203-a and 1203-b of the Vehicle and Traffic Law shall park in such spaces.

The locations described in Schedule XXV, South County Trailway Parking (§ 190-73) attached to and made a part hereof, are hereby designated as "South County Trailway parking."
