The Chief of Police shall be responsible for the installation, operations, maintenance, policing and supervision of parking meters in this Village.
A. 
Pavement markings shall be applied where practicable, outlining parking spaces in the parking meter zones established pursuant to this article.
B. 
Parking meters shall be installed immediately adjacent to the parking spaces.
A. 
Each parking meter shall operate so as to indicate that the appropriate fee has been deposited in such meter.
B. 
Each parking meter shall display a signal indicating the expiration of the time period associated with the deposit of fees.
C. 
Deposit of fee required.
(1) 
No person shall park a vehicle in a parking space of any parking meter zone adjacent to a parking meter during the hours of parking meter operation unless the appropriate fee is immediately deposited in such meter. The operator of such vehicle, after the deposit of the proper coin or coins, shall also set in operation the timing mechanism on such meter in accordance with directions properly appearing thereon.
(2) 
No person shall park a vehicle in a parking space of any parking meter zone adjacent to a parking meter during the hours of parking meter operation while such meter is displaying a signal indicating the expiration of the time period associated with the deposit of fees.
(3) 
No person shall deposit or attempt to deposit in any parking meter any slug, button or any other device or substance as substitute for coins of United States currency.
The Village Treasurer shall keep a record of the collection of fees made from all parking meters in this Village and shall credit such fees to the general fund.
The locations described in Schedule XXIV, Parking Meter Zones (§ 190-72), attached to and made a part of this chapter, are hereby designated as parking meter zones, to be marked and governed as provided in this article.
