All house connections, dry and final, shall be inspected, tested and approved by the Plumbing Inspector of the Township of Saddle Brook in accordance with the provisions of the Plumbing Code[1] and all other ordinances of the Township of Saddle Brook.

No plumbing work for which a permit has been issued in accordance with this Part of this chapter shall be placed in service until a certificate of approval has been issued by the Division of Health or its duly authorized agent on forms provided by the Division of Health for that purpose. Such certificates of approval shall be issued in quadruplicate and shall be distributed as follows:
A. 
One copy to the Township Clerk of the Township.
B. 
One copy to the owner of the premises.
C. 
One copy to the plumber performing the work.
D. 
One copy to be filed in the office of the Division of Health of the Township of Saddle Brook.
The copy of the certificate of approval for the owner and the plumber will be issued to the person in whose name the permit was issued, who in turn shall forward such certificate of approval to the person for whom the work was performed.

A. 
The issuance of a certificate of approval will constitute a certification that the house connection has been installed in accordance with the provisions of this Part of this chapter and all other ordinances of the Township of Saddle Brook; but the issuance of such certificate of approval is not and shall not be construed as a guaranty by the Division of Health or the Township Council of the Township of Saddle Brook that the house connection so installed will function satisfactorily, nor shall it in any way restrict the powers or responsibility of the Saddle Brook Division of Health in the enforcement of any law or ordinance relating to the public health.
B. 
Upon inspection and issuance of a certificate of approval, the responsibility for the maintenance and repair of the portion of each residential sewer lateral, serving four families or less, from the curbline to the residence served by such sewer lateral shall reside with the owner of such property.
C. 
The responsibility for the maintenance and repair of the portion of the sewer lateral for each residence as defined in Subsection B from the sewer main to the curbline shall reside with the Township of Saddle Brook.
D. 
Nothing in this section shall absolve any property owner from responsibility for the maintenance or repair of the full length of any sewer lateral if it is determined that such maintenance or repair was occasioned by any act or failure to act by the property owner or any person under the authority of the property owner which causes damage to any portion of the sewer lateral from the sewer main to any residence. In such case, the Township of Saddle Brook may recover the cost of such repair and/or maintenance by general assessment, special assessment or any legal means therefore.
