A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997 (N.J.S.A. 40A: 14-183 et seq.) to reward members of the volunteer firefighters and ambulance corps members for their loyal, diligent, and devoted services to the residents of the Township of South Hackensack.
The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member that meets the criteria set forth below; such contributions shall be made in accordance with a plan that shall be established by the Township Committee pursuant to the aforesaid law; and such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this chapter.
The LOSAP shall provide for annual contributions to the account on behalf of each eligible member who meets the minimum criteria as follows:
A. 
At least 100 points accumulated in a calendar year commencing with calendar year 2001 by any member in good standing of either the Fire Department or the Ambulance Corps for either service to the Fire Department or service to the Ambulance Corps are required for a member to be eligible for an annual contribution.
B. 
In order for a volunteer's interest in the said program to vest in accordance with N.J.S.A. 40A:14-188 and N.J.A.C. 5:30-14.62, there is required a minimum of five years of service as a member in good standing of the Fire Department as such good standing is defined by the applicable ordinances or a minimum of five years of service as a member in good standing of the Ambulance Corps as such good standing is defined in the applicable bylaws of such Corps, or a combination of either of those two memberships which totals five years of service.
C. 
In addition to any other requirements set forth in this chapter, or by law or regulation, each eligible member must respond to and receive credit for attendance at a minimum of 25% of the documented calls in a calendar year.

The annual contribution shall be $1,150.00 per eligible member or such other maximum amount as may hereafter be fixed by law; such annual contribution shall commence in 2002 for volunteers determined eligible for services rendered in the calendar year 2001.
The estimated cost of the program has been calculated based upon the aforesaid initial rate of contribution to be $47,150 per year.
Each active volunteer member in good standing of either the Fire Department or the Ambulance Corps shall be credited with points for volunteer services actually provided either to the Fire Department or to the Ambulance Corps not rendered while in the employ of the Township as part of such employment in accordance with the following schedule:
