There is hereby established a Department of Parks and Recreation, the head of which shall be designated as the Director of Parks and Recreation. The Director of Parks and Recreation shall be the Town Manager or someone appointed by him.
The Director of Parks and Recreation, if he is a person other than the Town Manager, shall be qualified by special training and experience in the field of parks and recreation.
The Director of Parks and Recreation shall be the administrative head of the Department of Parks and Recreation and shall be responsible for the maintenance of all Town-owned or Town-operated parks and recreation facilities. The Director shall be responsible for developing recreation programs for all Town-operated parks and recreation facilities. Such programs shall be designed to encourage usage of facilities by Town residents of all ages. The Director shall perform related duties as required by the Town Manager, which shall include the preparation, with the cooperation of the Parks and Recreation Commission, of an annual departmental budget.
