All the foregoing rules, regulations and restrictions relating to the
uses of city water and the Water Department of the City of Kingston, made
and adopted by the Board of Water Commissioners, shall be considered a part
of the contract with and between any person who applies for and obtains a
supply of water from said Department, and every person receiving the water
so supplied shall be considered as having expressed his consent to be bound
thereby.
