As used in this chapter, the following terms shall have the meanings indicated:
BUILDING
Includes any structure, building or portion of a building intended for residential, mercantile, business, factory, industrial, high hazard, institutional, storage, assembly, temporary, miscellaneous or other use which is identified in borough records by a building number assigned at the time of construction or subsequently, provided that the term shall not include any accessory building located upon the same lot as a main building subject to the provisions of this chapter and not individually identified by a street address number in the borough records.
BUILDING NUMBER
The street address number assigned to a particular building, structure or portion of a building by the Borough of Media in the manner such numbers are currently assigned.
PERSON
Includes any person, firm, association, partnership, group or corporation and includes the plural as well as the singular.
On and after the approval of this chapter, it shall be the duty of the owner or occupant of every building in the Borough of Media to cause the same to be numbered in accordance with the requirements of this chapter. The Code Enforcement Officer, through the Borough Secretary, shall be charged with the duty of assigning numbers to all buildings subject to the provisions of this chapter as well as the enforcement of all remaining provisions of this chapter.
It shall be the duty of the owner or occupant of any building in the Borough of Media to ascertain the building number assigned to such building. A record of building numbers shall be maintained by the borough and made available to the public during normal business hours to facilitate compliance with this chapter.
The owner or occupant of any building in the Borough of Media shall cause the building number to be posted and maintained in conformity with the following standards:
A. 
Numbers should be posted on a contrasting background, either light on dark or dark on light.
B. 
Numbers should be of a sufficient size and so positioned that they can be easily seen from the street. The minimum size of building numbers shall be three inches in height.
C. 
Numbers should be located as close as practical to the main entrance of the building.
D. 
If the building is a distance from the street, numbers should be posted on a fence or column at the entrance to the property.
E. 
If the building is located on a corner lot, building numbers should face the street to which they relate.
F. 
In the ROA District and HBO District, if the building extends the depth of a block such that it faces a principal street and an alley street, and the alley-facing facade of the building does not have a separate alley street address, then the principal street name and number and/or the name of the owner or business occupying the building shall be posted on the alley-facing side of the property, provided that such address posting shall not exceed three square feet in area.

Any person who shall number any building contrary to the provisions of this chapter or to the instructions of the Code Enforcement Officer or his representative and who shall fail or neglect to number a building within 30 days after receipt of written notice so to do from the borough shall be subject to a fine or penalty not exceeding $600, plus costs of prosecution and, in default of payment of such fine and costs, to imprisonment for a period not exceeding 90 days, provided that each week's continuance of a violation of this chapter shall constitute a separate offense.
