The owner of any property upon which there is to be constructed, reconstructed or renovated any building or structure, including any addition thereto, within the Township shall, at such owner's sole cost and expense, connect such building and/or structure to the Township's sanitary sewer system and potable water system. The owner shall indemnify the Township for any loss, damages, cost or charge that is the result of any such connection.
No person shall install, replace or repair any connection to the Township's sanitary sewer system and/or potable water system until an application therefor has been submitted to and approved by the Township's Construction Department and a written permit issued for such work upon such conditions as shall be imposed by the Township, including the Uniform Construction Code.

The permit fee for the installation, replacement or repair of a sanitary sewer connection to the Township’s sanitary sewer system is listed in § 82-3. The permit fee for the installation, replacement or repair of a potable water connection to the Township’s potable water system is also listed in § 82-3.
Any person who violates the provisions of this Part 7 shall, upon conviction therefor, be subject to a fine of not less than $100 nor more than $1,000. Each day of a violation of the provisions of this Part 7 shall constitute a separate violation subject to the penalties set forth herein.
In the event that a contractor, or other person, installs any connection to the Township's sanitary sewer system and/or potable water system, such person (and/or entity) shall be required to post a bond, with or without a cash component, acceptable to the Mayor, or such other official or department as the Mayor may hereafter designate. All such work shall be properly protected so as to ensure the safety of motorists and/or the public as deemed necessary by Township officials. All streets, sidewalks, curbs and any other public property disturbed and/or destroyed in the course of any such connection shall be restored by the contractor and/or property owner in a manner and in a timeframe required by the Township.
