A. 
The purpose of these specifications and regulations is to establish minimum acceptable uniform standards for highway construction in the Town, including but not limited to such items as highway classification, geometries, design, drainage, construction requirements for road base and pavement, curbs and sidewalks, monuments and signs. These specifications, along with referenced New York State Department of Transportation Standard Specifications, should govern most situations or conditions encountered with respect to highway planning and construction. Interpretation of these specifications is the sole responsibility of the Superintendent of Highways. Prior approval must be given by the Superintendent of Highways and Planning Board for any deviations in procedures and materials mentioned in these specifications, said deviations and approval to be documented and placed on file with the Office of Planning and Zoning.
B. 
Deviations proposed by the Planning Board shall receive approval from the Superintendent of Highways prior to subdivision approval.
C. 
Compliance with these specifications and any approved deviations shall be certified by the Engineer to the Town and by the Superintendent of Highways and they shall certify compliance prior to any Town action of acceptance.
D. 
Application of these specifications to recognized engineering principles and acceptable construction practices should provide a basis for efficient and orderly growth in the Town highway system.
Where the provisions of this Part 1 conflict with existing regulations, this Part 1 shall control.
