A Department of Public Works, with an appointed Superintendent responsible to the Mayor and the Board of Trustees of the village, is established. This Department is under the direction of the Superintendent of Public Works. It is responsible for the construction, operation, maintenance and repair of the village's water distribution system, sanitary sewers, storm drains, streets, solid waste collection, parks and recreation facilities (construction, maintenance and repair only) and associated facilities and equipment as prescribed by state law and this Code or as directed by the Board of Trustees. For the management of the Department, the Trustees may, from time to time, establish and/or abolish the positions of Assistant Superintendent of Public Works and one or more foremen as they deem in the best interests of the efficient operation of the Department.
Where state law or this Code assigns any powers or duties to a Water Superintendent, Sewer Superintendent, Highway Superintendent, Road Commissioner or similar official, they shall be exercised by the Superintendent of Public Works.
Where the Code mentions Water Department, Sewer Department or Highway Department, it shall be understood to refer to the Department of Public Works.
