There is hereby created and established in and
for the City of Roseville a commission hereafter to be known as the
"City Beautification Commission."

The Commission shall consist of seven members,
who are electors of the City of Roseville, to be appointed by the
Mayor with the approval of the City Council. Members of the Commission
shall serve as such without compensation and shall be appointed forthwith
upon adoption of this chapter.
Members of the Commission shall hold office
for terms of three years, except that in the first instance, three
members shall hold office for one year; three members shall hold office
for two years, and three members shall hold office for three years.
The Commission shall each year elect one of its members as Chair and
shall elect such other officers as it may deem necessary.
The City Beautification Commission as herein
created shall be charged with the following duties:
A. To study, conceive, formulate, promulgate and develop
plans for the beautification of streets, highways, alleys, parks,
playgrounds, yards, lots and buildings.
B. To study, investigate and develop plans for improving
the health, sanitation, safety and cleanliness of the City.
C. To encourage and recommend the placing, planting and
preservation of trees, flowers, plants, shrubbery and other objects
of ornamentation in the City.
D. To collect, study and evaluate information on community
improvements and to make recommendations thereon.
E. To sponsor, plan, promote, coordinate and carry out
campaign activities for the restoration, preservation and enhancement
of the beauty of the City.
F. To otherwise promote public interest in the general
improvement of the appearance of the City; provided, however, that
nothing herein shall be construed to abridge, invade, supplant or
change the powers and duties of the other commissions, departments,
boards and agencies of the City or grant the Commission the power
or authority to incur debts or expand public funds without the express
resolution of the City Council.
The following City officials or their designated representatives shall together act as a nonvoting advisory body to the Commission, making recommendations and suggestions and aiding and cooperating in carrying out all of the duties of the Commission as hereinabove set forth in §
7-4 of this chapter:
A. Three members of the City Council.
B. The Director of Public Works.
E. The Director of Parks and Recreation
F. One member of the Parks and Recreation Board.
