It shall be unlawful in the City of Roseville for any person to commit
the crime of aiding and abetting, and any person concerned in the commission
of an offense, whether he or she directly commits the act constituting the
offense or procures, counsels, aids or abets in its commission, is guilty
of the crime of aiding and abetting.
