This chapter will be known as the "Town of Woodstock Environmental Quality Review Law."
The purpose of this chapter is to implement, for the Town of Woodstock, the provisions of the State Environmental Quality Review Act and the State Environmental Quality Review Regulations, thereby incorporating environmental factors into planning and decision-making processes.
This chapter is adopted under authority of the Municipal Home Rule Law, the State Environmental Quality Review Act, and the State Environmental Quality Review (SEQR) Regulations. Where provisions are not specifically included in this chapter, SEQR regulations apply.
A. 
As used in this chapter, the following terms shall have the meanings indicated:
CRITICAL ENVIRONMENTAL AREA (CEA)
A specific geographic area designated by the Town Board, in consultation with the Woodstock Environmental Commission (WEC), having exceptional or unique characteristics that make the area important to the local community.
EAF
Environmental assessment form, a form used by an agency to assist it in determining the environmental significance or nonsignificance of actions.
EIS
Environmental impact statement, a written document prepared in accordance with § 9 of Part 617.[1]
STATE ENVIRONMENTAL QUALITY REVIEW ACT (SEQR)
Article 8 of the Environmental Conservation Law, which is Chapter 43-b of the Consolidated Laws of the State of New York.

Part 617 of Title 6 of the Official Compilation of Codes, Rules and Regulations of the State of New York.

B. 
All other terms for which definitions are given in SEQR and/or Part 617 have the same meanings in this chapter.
All agencies, boards, departments, offices, other bodies or officers of the Town of Woodstock must comply with the State Environmental Quality Review Act (SEQR), Part 617, and this chapter, to the extent applicable, prior to carrying out, approving, or funding any action, other than an exempt, excluded or Type II action. Town of Woodstock environmental assessment forms shall be used by any lead agency in its determination of significance.
