No unauthorized person shall maliciously, willfully or negligently break,
damage, destroy, uncover, deface or remove any manhole cover or tamper with
any structure, appurtenance or equipment which is a part of the sewage works.
No person shall deposit in any sewer manhole or appurtenance refuse of any
kind. Any person violating this provision shall be subject to immediate arrest
under charge of disorderly conduct.
