Pursuant to and in accordance with the provisions of N.J.S.A. 40:12-1 et seq., there is hereby created a Board of Recreation Commissioners, the members of which shall be appointed by the Mayor in accordance with the provisions of N.J.S.A. 40:12-1.

Said Board of Recreation Commissioners shall consist of not less than three members nor more than seven members.
The Commissioners first appointed shall hold office for one, two, three, four and five years, respectively, as fixed by the Mayor, and thereafter appointments shall be for a term of five years. Vacancies shall be filled for the unexpired term only. The Commissioners shall serve until their successors are appointed and shall qualify. The Commissioners shall receive no compensation for their services, but shall be reimbursed for their actual expenses.

The Board of Recreation Commissioners shall receive an annual appropriation for the purpose of administration, maintenance and construction necessary to the system, and they shall be provided with suitable quarters for the conduct of their operations.
The Board of Recreation Commissioners shall have such powers and shall receive such financial aid from the municipality as shall be authorized by N.J.S.A. 40:12-1 to 40:12-15, inclusive.
