From and after the passage of this article, it shall be unlawful for the owner or owners, tenant or tenants of lands in the Borough of Sea Bright to cause or allow brush, weeds, dead and dying trees, stumps, roots, obnoxious growths, filth, garbage, trash and debris to grow upon or accumulate upon any lands within the limits of the Borough of Sea Bright.

No owner or owners, tenant or tenants of any such lands shall cause or allow brush, weeds, dead and dying trees, stumps, roots, obnoxious growths, filth, garbage, trash and debris to grow or accumulate on any lands.

Whenever any such lands shall become dangerous to the public health, safety and general welfare or may be a fire hazard and the owner or tenant shall have refused or neglected to remove the same within 10 days after notice, the Director of Public Works shall cause said brush, weeds, dead and dying trees, stumps, roots, obnoxious growths, filth, garbage, trash and debris to be removed, and the cost thereof shall be certified to the Mayor and Council and, upon examination, if the same shall be found to be correct, the Mayor and Council shall cause the costs shown thereon to be charged against said lands; the amount so charged shall forthwith become a lien upon such lands and be added to and become and form part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as taxes, and shall be collected and enforced by the same officers and in the same manner as taxes.

It shall be unlawful for any person or persons or corporations to store, dump or dispose of any trash, garbage, rocks or lumber or debris of any kind upon property or deposit trash or garbage in any dumpster if said person is not the owner of that property or the property upon which the dumpster or disposal unit is placed.

Penalties for violations of this article shall be as provided in Chapter 1, Article I, General Penalty, unless otherwise specified in this article.
