Motorized and nonmotorized watercraft shall
not be launched from a bulkhead or municipally owned or controlled
property. Municipally owned or controlled oceanfront properties are
excluded from this chapter. Police, rescue and water safety watercraft
are not subject to the prohibitions set forth in this chapter.
The Mayor and Council of the Borough of Sea
Bright may, upon application from persons, issue a permit for the
launching of motorized or nonmotorized watercraft from municipally
owned or controlled property.
Utilizing municipally owned or controlled bulkheading
to dock, tie up, secure, launch and/or place motorized and nonmotorized
watercraft into the Shrewsbury or Navesink Rivers is hereby prohibited.
Whenever a law enforcement officer reasonably
believes there exists a violation of this chapter, such officer may
issue a summons and complaint not later than 60 days after discovery
of the alleged violation. The complaint shall be written and shall
state with reasonable particularity the nature of the violation, including
reference to the section of this chapter alleged to have been violated.
The complaint shall be delivered or sent by certified mail to the
alleged violator.

Unless otherwise provided by law, statute or ordinance, any person violating any of the provisions of this chapter shall, upon conviction thereof, be punished as provided in Chapter
1, General Provisions, Article
I. Complaint shall be made in the Municipal Court or before such other judicial officer having authority under the laws of the State of New Jersey.
