§ 122-1 Certain motorboats prohibited.

No person shall operate or cause to be operated any motorboat or powerboat powered by a motor of more than 7 1/2 horsepower upon Grover's Mill Pond in the township.

§ 122-2 Hours of motorboat operation.

No motorboat, powerboat or motor shall be operated upon the pond between the hours of 11:00 p.m. and 7:00 a.m.

§ 122-3 Ice skating prohibited.

Ice skating on Grover's Mill Pond is not permitted.

§ 122-4 Waterskiing prohibited.

No waterskiing shall be permitted upon the pond at any time. The term "waterskiing" shall be defined as anything with a rider being towed behind a motorboat or powerboat by means of a towrope or line, except another boat.

§ 122-5 Reckless operation of motorboats or motors.

No motorboat, powerboat or motor shall be operated in a reckless or careless manner. Reckless or careless operation shall include operating a motorboat, powerboat or motor in a manner which unnecessarily interferes with the free and proper use of any waters or unnecessarily endangers other craft therein or the life or limb of any person upon any craft or in the water.

§ 122-6 Operating motorboats or motors while intoxicated.

No person shall operate a motorboat, powerboat or motor while under the influence of intoxicating liquor or any narcotic or habit-forming drug or permit any person who may be under the influence of intoxicating liquor or any narcotic or habit-forming drug to operate any motorboat, powerboat or motor owned by such person or in such person's custody.

§ 122-7 Hunting and gunning prohibited.

Hunting and gunning of any type is banned and prohibited within the area known as Grover's Mill Pond and more specifically within 450 feet from the banks of the pond.

§ 122-8 Violations and penalties.

Penalties for violation of this article shall be as provided in Chapter 1, General Provisions, Article II, Penalty, § 1-3.

§ 122-9 Application.

The following regulations apply to all parks and recreation lands owned or controlled by the Township of West Windsor, except as provided herein.

§ 122-10 Statutory authority.

These regulations are adopted pursuant to N.J.S.A. 40:12-6.

§ 122-11 Preservation of grounds.

A. 
No person shall leave rubbish or other foreign matter within any park or recreation land or in any body of water within such an area, except in a receptacle provided and designated for that purpose by West Windsor Township.
B. 
No person shall remove or in any way injure or mutilate any plant, structure or other object or dig up or remove any dirt, stone or other substance within a park or recreation land.
C. 
No person shall build, light or maintain a fire within a park or recreation land except in a grill or fireplace provided and designated for that purpose by West Windsor Township or in a portable camp stove.

D. 
No person shall discharge or set off any firecrackers, fireworks or rockets within a park or recreation land, except pursuant to a permit issued by West Windsor Township.

E. 
No person shall be permitted to play golf or hit golf balls within any West Windsor Township park or recreation land.

§ 122-12 Animals and wildlife.

A. 
No person shall permit a dog in his/her possession to run at large within any park or recreation land in West Windsor Township except in property designated "dog parks" located within West Windsor Community Park. A dog must be in the custody or in the control of its owner and, except in the aforementioned "dog parks," restricted by a leash not exceeding 15 feet in length. The owner of a dog must adhere to the Township ordinances regarding the proper cleanup of waste from his/her dog while at a park or recreation land. At any program, activity or event sponsored by West Windsor Township, dogs are not permitted, with the exception of a Seeing Eye dog or a hearing ear dog.[1]

B. 
No person shall molest, impair or kill any animal or disturb its habitat, nor shall any person fish in any area at which signs are posted prohibiting the same.

§ 122-13 Discharge of weapons. [1]

No person shall carry or possess firearms of any description; or air rifles, spring guns, bows and arrows, slings or any other form of weapon potentially harmful to wildlife and dangerous to human safety; or any instrument that can be loaded with and fire blank cartridges; or any kind of trapping device. Shooting into park areas from beyond park boundaries is prohibited.

§ 122-14 Vehicles and parking. [1]

No person shall drive or park any motor vehicle or any motor-drawn vehicle within a park or recreation land other than in such parking lots or access drives thereto as may be established, except by permit issued by West Windsor Township. As used in this article, "motor vehicle" means every device in, upon or by which a person or property is or may be transported that is equipped with a motor for propulsion.

§ 122-15 Bodies of water.

No person shall use private boats on any body of water within a park or recreation land, with the exception of Grover's Mill Pond. No gasoline-powered motors are permitted. No person shall bathe in any natural body of water within a park or recreation land.

§ 122-16 Electronic amplification of sound.

No person shall use any loudspeaker, portable stereo, public address system or amplifier within a park or recreation land, except pursuant to a permit issued by West Windsor Township.

§ 122-17 Commercial uses.

No person shall sell or solicit the sale of any goods or services or distribute commercial handbills or circulars or post a notice of any kind within a park or recreation land, except pursuant to a permit issued by West Windsor Township.

§ 122-18 Group use; reserved use of township parks; picnic pavilions.

Groups may reserve the picnic pavilions at the Community Park and Van Nest Park between the hours of 9:00 a.m. and 9:00 p.m. No group of 20 or more persons shall use the picnic pavilions at either the Community Park or Van Nest park without such a reservation. Permits for group use of these picnic pavilions must be applied for in advance at the Recreation and Parks office. A permit fee shall be charged to each individual group. Said fee shall be set annually by resolution of the Board of Recreation Commissioners. The picnic pavilion at each park consists of the pavilion structure, picnic tables and cooking grills. Groups with a properly issued permit will have exclusive use of these facilities during their approved date and time. No individual may be denied access to the parks because of a group's reserved status, but may not utilize the picnic pavilion facilities while the approved group is using them.

§ 122-19 Reservations for athletic fields.

All athletic fields located in any township-owned park must be reserved by the individual sports organizations that provide recreational sports leagues for township residents. Permits for field usage will be issued by the Recreation Office. Athletic fields in any township owned park may only be used by permit holders. The township reserves the right to charge a fee for field usage. Said fee shall be set annually by resolution of the Board of Recreation Commissioners.

§ 122-20 Hours.

All park and recreation land shall be open to the public from sunrise to sunset, with the exception of group use. The hours for group use shall be 9:00 a.m. to 9:00 p.m.

§ 122-21 Alcoholic beverages. [1]

No alcoholic beverages of any kind are permitted in any park or recreation land.

§ 122-22 Excessive noise.

No person shall cause or create or maintain any device causing or creating any unnecessary noise in any park or recreation land.

§ 122-23 Community Park restrictions on use of lighted fields.

A. 
The lights illuminating the playing fields, parking lot, roadways and other facilities located on the western side of the power lines in the Community Park shall be controlled by timers, which shall be located in a secure, locked location inaccessible to the public. The hours of operation of the lights shall be from dusk to 9:00 p.m. nightly except as provided below. The lights will be shielded so that they shall not shine directly onto any neighboring property or directly into any structures of any neighboring property.
B. 
All lights deemed by the Township Police Division to be necessary for security shall be exempt from these requirements. To the extent it is consistent with security needs, those lights shall be shielded from the view of surrounding properties and streets.

C. 
The lights illuminating the soccer and baseball fields shall be turned on only when those fields are in use; use of the lighted fields shall be limited to local sports associations and shall be by permit only. Such permit, to be issued by the Division of Parks and Recreation upon such terms as it deems appropriate, shall provide that the permit holder is responsible for ensuring that its members shall abide by township parking, noise and littering ordinances[1] and that all of its members shall leave the park within 30 minutes subsequent to the conclusion of the event authorized by the permit. The hours of operation of the lights shall be as specified in the permit, but in no case shall the lights remain on after 10:45 p.m. Use of the public address systems shall be upon such terms as are specified in the permit.

§ 122-24 Violations and penalties.
