[Adopted 7-31-1972 as Ch. I, Part 3A, of the 1972 Code]
It is the joint desire and intention of the Municipal Authorities of the Borough of Wilkinsburg and the Township of Penn, both municipalities of the Commonwealth of Pennsylvania and both situated in Allegheny County, to organize an Authority under the Municipality Authorities Act of 1945, approved May 2, 1945, Act No. 164,[1] for the purpose of exercising any and all the powers conferred by said Act.

The name of the proposed Authority is the "Wilkinsburg-Penn Joint Water Authority."

The adoption of this Article is deemed necessary for the benefit and preservation of the public health, peace, comfort and general welfare and will increase the prosperity of the people of the Borough of Wilkinsburg and the Township of Penn.
