The speed limit for both directions of traffic along the streets or parts thereof described in Schedule I (§ 248-51), attached to and made a part of this chapter, is hereby established at the rate of speed indicated in said schedule. It shall be unlawful for any person to drive a vehicle at a higher speed than the maximum prescribed for that street or part of a street.
Traffic control signals shall be installed and operated at the intersection of those streets described in Schedule II (§ 248-52), attached to and made a part of this chapter.
No person shall make a right turn (or a left turn from a one-way street into another one-way street) when facing a steady red signal at any of the locations described in Schedule III (§ 248-53), attached to and made a part of this chapter.
It shall be unlawful for the driver of any vehicle to make a turn of the kind designated (left, right, all) at any of the intersections described in Schedule IV (§ 248-54), attached to and made a part of this chapter.
All traffic shall turn in the direction indicated when traveling on those streets or portions thereof described in Schedule V (§ 248-55), attached to and made a part of this chapter.
All trucks shall travel in low gear when traveling on those streets or portions thereof described in Schedule VI (§ 248-56), attached to and made a part of this chapter.
The streets or parts of streets described in Schedule VII (§ 248-57), attached to and made a part of this chapter, are hereby designated as one-way streets in the direction indicated, and it shall be unlawful for any person to drive a vehicle on any one-way street other than in the direction established for traffic on that street.
No-passing zones are hereby established along those streets or parts of streets described in Schedule VIII (§ 248-58), attached to and made a part of this chapter, and it shall be unlawful for the driver of any vehicle to overtake or pass another vehicle or to drive on the left side of the roadway in any no-passing zone described in said schedule.
The intersections described in Schedule IX (§ 248-59), attached to and made a part of this chapter (in addition to intersections with the through streets established by this chapter), are hereby established as stop intersections, and official stop signs shall be erected in such a position upon the first-named street as to face traffic approaching the second-named street in the direction or directions indicated in said schedule. Every driver of a vehicle approaching any such intersection upon the first-named street, in the direction or directions indicated in each case, shall come to a full stop before entering any such intersection.
The intersections described in Schedule X (§ 248-60), attached to and made a part of this chapter (in addition to intersections with the through streets established by this chapter), are hereby established as yield intersections, and official yield signs shall be erected in such a position upon the first-named street as to face traffic approaching the second-named street in the direction or directions indicated. Every driver of a vehicle approaching any such intersection upon the first-named street, in the direction or directions indicated in each case, shall slow down or stop the vehicle and then yield the right-of-way to any vehicle in the intersection or approaching on the second-named street so closely as to constitute a hazard during the time that the driver is moving across or within such intersection.
It shall be unlawful for any person to drive any vehicle, except a passenger vehicle (but not including any passenger vehicle drawing any trailer or towing any other vehicle), upon any of the streets or parts of streets described in Schedule XI (§ 248-61), attached to and made a part of this chapter.
It shall be unlawful for any person to drive any commercial vehicle or other tractor, trailer or tractor-trailer combination, having a gross weight in excess of that respectively prescribed, upon any of the streets or bridges, or portions thereof, described in Schedule XII (§ 248-62), attached to and made a part of this chapter, except for the purpose of making local deliveries on said streets.
Crosswalks for pedestrian traffic are established on those streets or parts of streets thereof described in Schedule XIII (§ 248-63), attached to and made a part of this chapter.
The Borough Council, by resolution, may from time to time establish locations along the streets in the Borough as bus stops, and no vehicle, other than a bus taking on, discharging to awaiting passengers, shall be parked in any bus stop at any time.
The Mayor is hereby authorized to designate as "play highways," whenever he or she shall deem such action advisable, and for whatever period of time directed by him or her, any portion of any street or alley in the Borough whereon sledding and coasting shall be permitted. Such highway shall be set apart for the purpose under the direction of the Mayor. No person shall operate any motor vehicle upon any play highway at any time when such highway shall be so designated, except in cases of emergency, with special permission of the Mayor or of the police officer in charge, who shall first clear such play highway of all person using such highway for the purpose for which it was set aside. Any person who shall violate any of the provisions of this section shall, upon conviction thereof, be sentenced to pay a fine of not more than $10 and costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not more than five days.

The operator of any motor vehicle involved in any accident in the Borough, and required by law to report such accident to any department or agency of the Commonwealth of Pennsylvania, or any other person required to make such report, shall, at the time of making such report to the commonwealth, make a written report to the Chief of Police of the Borough, containing the same information. Any person failing to make such report as hereby required shall, upon conviction thereof, be sentenced to pay a fine of $ 10 and costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not more than five days; provided that any person entitled to receive a copy of such report or of any other type of vehicular accident report from the police may obtain the same upon payment of a service charge of $15, which shall be for the use of the Borough, or such other service charge as Council may from time to time designate by resolution.
