A. 
The President of the Board of Township Commissioners or, in his absence, the Vice President of the Board of Township Commissioners, shall appoint the members of all committees and their respective chairmen; provided, however, that all of such appointments shall be subject to the approval of the majority of the members of the Board of Township Commissioners who are present at the time such appointments are made. No such appointments shall be made except at a meeting of the Board of Township Commissioners at which a quorum shall be present.
B. 
Any such appointment made by the President or Vice President of the Board of Township Commissioners which does not have the approval of any majority, as provided in Subsection A of this section, shall be deemed to be null and void.
If the President of the Board of Township Commissioners or, in his absence, the Vice President of such Board, refuses to make an appointment to any such committee or refuses to appoint a chairman of any such committee which is approved by the majority of the Board as provided in § 9-5A of this article, then in such event nominations and elections to such committees and the chairmanship thereof shall be in order, and the person receiving the majority of the votes at any such election shall be deemed duly elected. For the purpose of such election, a person nominated to the membership of any such committee or to the chairmanship of any such committee shall be eligible to vote thereon.
All appointments heretofore made by the President or Vice President of the Board of Township Commissioners to any committee or to the chairmanship of any committee that do not receive the approval of the majority of the members of the Board of Township Commissioners as provided in § 9-5A of this article shall be deemed to be null and void.
Any ruling of the President or, in his absence, the Vice President of the Board of Township Commissioners, if questioned or challenged by a member of the Board of Township Commissioners shall immediately be put to a vote to determine whether the ruling of the President shall be sustained. In the event that a majority of the members of the Board of Township Commissioners, as provided in § 9-5A of this article, do not concur in the ruling of the presiding officer, then in such event his decision on such point shall be deemed to be overruled and of no effect and the decision of the majority of the members of the Board shall be deemed to be the ruling of the Board.
