It shall not be allowed and is hereby prohibited
for any person to be in any portion of the roadway for the purpose
of soliciting rides from any vehicle other than one properly operated
for public service.
Any person, firm or corporation causing damage
to be done to any traffic light or traffic standard or other construction
of the Borough shall pay the damages caused and, in addition, may
be deemed guilty of having violated this chapter.
Unless another penalty is expressly provided
by the Vehicle Code (75 Pa.C.S.A. § 101 et seq.) or except
as herein specified, every person convicted of a violation of a provision
of this chapter, or any supplement thereto, shall be liable to a penalty
of not less than $25 nor more than $600 and costs of prosecution.
The provisions of this chapter shall be severable,
and, if any of its provisions shall be held to be unconstitutional,
illegal or otherwise invalid, such decision shall not affect the validity
of any of the remaining provisions of this chapter. It is hereby declared
as a legislative intent that this chapter would have been adopted
had such unconstitutional, illegal or otherwise invalid provision
not been included herein.
This chapter shall take effect October 21, 1991.
