It shall be the duty of the owner, occupant or tenant of any property abutting or bordering any public street in the Borough of Allendale to remove or cause to be removed or cut or cause to be cut and removed any grass, weeds or other impediments, natural or artificial, within the area between the curbline or edge of pavement and the nearest property line running parallel therewith of said property, within 10 days, excluding Sundays, of notice, in writing, served upon said owner, tenant or occupant by the Superintendent of Public Works of the Borough of Allendale or by any such other officer as may be designated by the Council of the Borough of Allendale.
If the weeds, grass or other impediment is not removed in the time required, as above, the Superintendent of Public Works shall have the same done by Borough employees or by contract and shall certify the cost of any such work performed to the governing body, which shall, under the provisions of Chapter 152 of the Laws of 1949,[1] charge the same against the property, to be added to and become a part of the taxes assessed and levied upon such property. For the purposes of this section, the tenant or occupant shall be deemed to be the agent of the owner for the purpose of complying with §§ 233-5 and 233-6 of this article.
