The owners, tenant or tenants of the lands abutting or bordering on the sidewalks and gutters of the public streets, avenues and highways in the Borough of Andover shall remove or cause to be removed from the sidewalks and to the width of one foot out of the gutters in front of or bordering on their said lands all snow and ice within 12 hours of daylight after the same shall be formed or fall thereon.
In case such owner or owners or tenant or tenants of any land abutting or bordering upon any public street, avenue or highway in said borough shall neglect or refuse to remove such snow or ice within 12 hours of daylight after the same shall have fallen or formed, it shall be the duty of the Street Commissioners, or officer having charge of the streets and highways of said borough, to remove or cause to be removed, such snow and ice from the sidewalks and gutters in front of or bordering on such land.
The cost paid and incurred by such officer for removing such snow and ice from any sidewalk or gutter shall be by him certified to the Council, which shall examine such certificate and shall cause the cost as shown thereon to be charged against the lands abutting or bordering such sidewalk or gutter; and the amount so charged shall forthwith become a lien upon such lands and shall be added to and become and form part of the taxes then next to be assessed and levied upon such lands and shall be collected and enforced according to law.

Any person violating any of the provisions of this Article shall, upon conviction thereof, be subject to the penalties provided for in Chapter 1, General Provisions, § 1-15.
