The Township of Bethlehem hereby establishes a Recreation Commission to develop athletic, cultural, and other activities at Heritage Park and such other recreation programs as may be developed by the Recreation Commission. The Township of Bethlehem has been advised that a Recreation Commission form of organization is necessary to act as a conduit for funds collected from residents for trips and programs payable to the Municipal Treasurer and to make disbursements to pay for such trips.
There is hereby established a Board of Recreation Commissioners of the Township of Bethlehem.
The Board of recreation Commissioners shall at all times be subject to the general authority of the Township Committee but shall have the following powers, duties and authority:
A. 
Assess the recreation needs of the Township of Bethlehem.
B. 
Recommend policies and standards therefor.
C. 
Recommend programs to comply with the recreation needs of the Township.
D. 
Promulgate, adopt and approve such rules and regulations as the Board of Recreation Commissioners shall deem fitting and proper to carry out its purposes and objectives.
E. 
Prepare and submit an annual report to the Township Committee.
F. 
Administer such recreational programs as may be approved by the Township Committee.
Each year the Board of Recreation Commission shall develop a budget report in a timely fashion for review and approval by the Township Committee.

The Board of Recreation Commission shall consist of five members and one alternate appointed by the Township Committee. No more than two members of the Board of Recreation Commission may also be Township Committee members. All members shall be residents of the Township of Bethlehem. They shall serve a term of three years, except that the first Commissioners selected shall draw lots as to the length of their initial term in such a manner that at least two full members and one alternate member shall be appointed each year thereafter.
The Township Committee may appoint such advisory nonvoting members to the Board of Recreation Commission as they deem appropriate.
