The organizational statement contained in this chapter is hereby adopted as the organizational statement of the Ballston Spa Fire Department pursuant to Occupational Safety and Health Administration regulation 1910.156.
A. 
The Ballston Spa Fire Department shall consist of two Fire Companies, the Eagle Matt Lee Fire Company No. 1 and the Union Fire Company No. 2. Each Fire Company has a common purpose (see § 31-7) but has a separate function that is not limited to the following: Eagle Matt Lee Fire Company No. 1 is a Ladder and Rescue Company, and the Union Fire Company No. 2 is an Engine Company and deals with hazardous materials response.
B. 
The chief officers of the Ballston Spa Fire Department shall be a Fire Chief and First, Second and Third Assistant Fire Chiefs.

A. 
The officers, Board of Directors, minor officers and Advisory Board of the Union Fire Company No. 2 of Ballston Spa, New York, shall be maintained in accordance with the Constitution and Bylaws of Union Fire Company No. 2 unless otherwise directed by the Ballston Spa Village Board.
B. 
The membership of the Union Fire Company No. 2 of Ballston Spa shall consist of not more than 100 active and active-exempt members combined and 100 honor roll members.

A. 
The officers, Board of Directors, minor officers and Advisory Board of the Eagle Matt Lee Fire Company of Ballston Spa, New York, shall be maintained in accordance with the Constitution and Bylaws of Eagle Matt Lee Fire Company unless otherwise directed by the Ballston Spa Village Board.
B. 
The membership of the Eagle Matt Lee Fire Company of Ballston Spa shall consist of not more than 100 active and active-exempt members combined and 100 honor roll members.
The duties of the members of the Department shall consist of attendance at all alarms of fire, meetings, parades, drills and funerals.
The members of the Department shall be provided with training as follows:

New fire-fighter training. New fire fighters shall complete the New Fire Fighter Essentials State OFPC Course and receive training in the following areas and in the following amounts of time within one year of their appointment:

C. 
In addition, training shall include pump operation, hose laying, driver training, hazardous materials response, initial attack, motor vehicle extraction, ladder placement and such other matters as deemed necessary by the officers of the company.
D. 
Training shall be done by qualified personnel appointed by the Captains. The names of members attending and subjects covered shall be recorded.
The function of the Ballston Spa Fire Department shall be to protect property, prevent injury and save lives in the Ballston Spa community through fire fighting, emergency assistance and "jaws of life" extrication at motor vehicle accident scenes, search and rescue, control of a release or spill of a hazardous material, fire prevention through inspection and education and other activities deemed in the best interests of the fire fighters and the citizens of the community.
